Pledge of Allegiance to the Flag led by Joshi. ROLL CALL: Robert Smedley, Chairman, present Taru Joshi, Vice-Chairman, present Richard DeFazio, present Jon Hall, present Michael Boyd, present CITY OFFICIALS: Peter Cowell, City Planner APPROVAL OF MINUTES OF NOVEMBER 28 ~ 1984 Hall moved to approve minutes as submitted. Joshi second. Motion Carries. SHEPARD OAKS PUBLIC HEARING City Planner presentation. Sid Vihlen, Developer, 670 Vihlen Rd., Sanford, Fl. came forward and made his presentation. Questions from Board Members. Bruce Moncrief, resident of Highlands, property owner of adjoing property, came forward and stated his opposition to this project. Jim Conger, 512 Shane Circle, Winter Springs, speaking as an individual, not as the President of the Highlands Homeowners Association, came forward and stated his opposition to this project. Discussion. Hall moved to recommend to the Council that we annex this parce 23.8 acres. Smedley second. Motion carries. Hall moved to recommend to the City Council that this 23.8 acre tract be approved as a PUD,.in the City of Winter Springs. Motion fails for lack of second. Discussion. Smedley moved that t.heproposed PUD zoning be recommended for approval subj ect to the condit ions listed in the Seminole County letter dated April 12, 1984, subject to the 8 foot fence from Sheppard to Lot 49; to staff recommendations for stabilizing Sheppard Rd; with a density of 12 units per acre in Lots 54, less north 720 ft., Lot 55, less north 680 ft., and that the density be zero in the northern 720 ft. of Lot 54 and zero in the northern 680 ft. of Lot 55. Joshi second. Vote: All aye. Motion carrias. McWHORTER NURSERY PUBLIC HEARING City Planner presentation. Lee McWhorter, applicant, came forward to make her presentation. Brian Tar, representing British American Realty Corp. as property management, made his presentation. Mr. Tar stated that all the tennants that currently occupy the Professional Building is unamiously in accord with the McWhotther Nursery. Discussion. George Markus, resident of Tuscawilla questioned the applicant. Boyd moved to recommend approval to City Commission. Hall second. Joshi amended the motion to restrict the time for starting classes from 8.:30 A.M. to 9: 00 A.M. DeFazio second. Vote: All aye. Motion amended. Vote on original motion: All aye. Motion carries. Dis cus s ion. Vote: All aye. Motion Carries. GREENBRIAR BOARD REVIEW City Planner presentation. Miller McCarthy, LeCesse Corp.., came forward and made his presentation. Discussion. The following residents came forward with their comments and questions. George Markus, 50 Partridge Circle, came forward as the Vice-President of the Tuscawilla Homeowners Association to read a letter from the homeowners association for the record stating their opposition to this project. Gene Dorman, 1111 Northern Way; Betty Shorthouse, 1226 Oxbow Lane; Hugh Arnold, 1103 Northern Way; Mr. Patterson, 1022 Nancy Circle; Jay Nelson, Northern Way. Discussion. DeFazio moved to recommend Greenbriar Subdivision be approved contingent upon made for a Tot type recreation facility on the site with facilities for those mayor may not have children that are a real young age. Boyd second. Vote: DeFazio, aye; Joshi, nay; Smedley, aye; Hall, aye. Motion carries. improvements people who Boyd, aye; NAZARIO REZONING City Planner presentation. Discussion. Joshi recommend to City Commission to approve the Nazario rezoning from Rl to Cl. Hall second. Vote: All aye. Mot ion carries. Meeting adjourned at 10:10 P.M.
