I am aware of the reasons for the code as it reads now. In the past it was difficult to find people who were willing to give their time as well as their opinions to the boards. But, the times have brought growth to our city and more people who are very willing, and able, to give of themselves far the better- ment of Winter Springs. It was not my intention to limit the power of the City COrmlission in re- moving board members, but rather to make that power more specific. Since the Planning and Zoning Board (and, the Board of Adjustment and Code Enforce- ment Board) members are representing their respective City Commissioner. and should be able to work well with that Commissioner, the Commissioner should retain the right to remove his appointee, not only for having missed a certain number of meetings, but also because of a lack of cooperation on the part of the appointed board member or the reassignment of a seat on the City Com- mission. A new City COrmlissioner should have the right to appoint to any board whoever he or she feels will represent him or her properly. Inasmuch as some boards meet more times than others, I fe el that each Comrni 5S ion-, er is responsible for making sure that his appointee is fulfilling his oblig- ations on a particular board by being present, objective, attentive and cooper- ative. These should be the guidelines, not merely being present is enough. By the way, workshops are just as important as regular meetings as they very often contain pertinent information regarding items up and coming on the agenda for a regular meeting. I hope that this letter clarifies my motion, and I do apologize for not having been clearer in the first place. Thank you for your attention in this matter. Very truly yours, . ,./ It (' CHH)'{ :</,[HLEE, Vi ce-,ChJ i rpt~l.~on PidnninSj dnd Zoning BOJ.rd cc: Planning & Zoning Board Members
