Pledge of Allegiance to the Flag led by DeFazio. Jacqueline Koch, City Planner APPROVAL OF MINUTES SEPTEMBER 28, 1983 DeFazio moved to approve the minutes as submitted. Vote: All aye. Motion carried. Seconded by Kaehler. PRELIMINARY PLAN FOR CASA PARK VILLAS (FEE-SIMPLE TOWNHOUSES) IN TUSCAWILLA ON TROTWOOD BOULEVARD (FORMERLY PHASES 2 AND 3 OF TUS~ANY PLA:&E). '''-.''. Koch presentation. Ms. Koch advised the Board that the Commission has granted an exception to this plan only for a maximum density of 12 per acre. Alan Ginsburg came forward and made his presentation as the representative of Casa Park Villas. Discussion. The Board member stated their objections as follows: Hatfield - Density too high, parking spaces should be 200 Sq. Ft., recreation area for small children and setbacks in conjunction with the payement should be 13' rather than 7'. Kaehler - Denisty too high, Setback needs to be increased from building line to pavement line and a playground area for small children to be added to plans. DeFazio - Recreation facility for small children an~ proper speed controls, such as speed bumps should be installed. Joshi - Recreation facility for small children. Smedley - Playground area for small children. Kaehler moved to deny the Preliminary Plan for Casa Park Villas in Tuscawilla on Trotwood Boulevard formerly Phases II and III of Tuscany Place. Motion dies for lack of second. Smedley moved Preliminary Plan be approved contingent on a suitable recreation area for small children be included; Commission waiver of Chapter 14-84 paragraph A requirements for roads and the recommendation of the Planning and Zoning Board be the waiver not be granted. Hatfield seconded the motion. Hatfield amended motion that the recommendation to the Commission to consider the Townhouse density at 10 per acre as presently in the code. Smedley seconded for discussion. Discussion. Smedley stated density would automatically be reduced if the Commission did not grant the waiver, due to the developer moving the buildings back to conform with the 50' right of way required for the roads. Smedley withdrew second. Discussion. Smedley seconded. Vote: DeFazio, nay; Hatfield, aye; Joshi, aye; Kaehler, nay; Smedley, aye. Planning and Zoning Board Minutes Amended October 12, 1983 Page 2 Mr. Ginsburg addressed the Board and asked the Board t.o reconsider because he felt all Board members did not fully understand the plans. Mr. Ginsburg explained the closest building to the pavement would be 20' rather than 7'. Discussion. The Board members stated they all understood and still felt the setback was not adequate. Smedley moved to reconsider the original motion. Hatfield seconded. Vote: All aye. Discussion. Smedley moved to deny the Preliminary Plan reasons being, no recreational facility for small children, such as a playground and minimum of 28' setback should be provided from building line to pavement line. Seconded by Hatfield. Vote: DeFazio, nay; Joshi, aye; Hatfield, aye; Smedley, aye; Kaehler, aye. Motion carries. Meeting adjourned at 10:45 P.M. Respectfully submitted, Pam Lawren Recording Secretary
