Planning and Zoning Board Minutes
Wednesday, May 18, 1983

The meeting was called to order at 7:45 PM.

Regular Meeting
Annual Certification of Official Zoning Map
The City Planner presented the updated zoning map. The City Code requires that each
year prior to May 31, the map be recolored to reflect any changes in zoning during the
previous year. During 1982-83, only one rezoning occurred - a lot on South Edgemon
at Murphy was rezoned from RC-l to R-1AA. The map still reflects the litigation in-
volving the Florida Land property east of Shore, north of Bahama. Until Ordinance 210
is revoked or upheld, the map reflects its passage and the zoning changes it accomplished.
Another modification in the map has been the addition of 164 acres zoned R-U annexed
in April, 1983. The map shows the expanded city boundaries.
The Planner certified to the Board that the map is now current, that she and City Clerk
double-checked the changes during the year.
Smedley moved that the map be approved (as recolored). Seconded by Kaehler. Vote: All
Aye. Motion carried.
Minutes of May 4, 1983
Hatfield moved to accept the minutes as presented. Kaehler seconded but suggested that
a clarification be made in the motion to approve the preliminary plan for Pinewood
Terrace to add after "if possible" the statement "unless a waiver is given by Staff to
avoid excessive loss of trees". Vote on the amendment: All aye. Motion carried.

Zoning Designations
The Board discussed the suggestion from the Board of Realtors that all jurisdictions
use the same names for zones. The Realtors' categories were discussed. It was noted
that there is not a very precise correspondence between the City's proposed five
commercial zones and the Realtors' eight commercial categories, so that it would be
hard to adapt the list for City use. The Chairman asked that the Planner check with
Seminole County and the other municipalities to find out whether they contemplate
using the Realtors' list.
Regular meeting was adjourned approximately 8:25 PM.

WORKSHOP SESSION
The board resumed review of the draft of the ordinance to revise the City's commercial
code.
Discussion on whether to include group homes and congregate living facilities among
typical uses or require these to be reviewed as conditional uses, whereby each
application would go to the Board of Adjustment for approval. The majority of the
Board favored placing these facilities in Zone C-S as conditional uses.
The Board decided to try to finish review of the whole ordinance at a meeting on May
25.
The regular June 1 meeting is cancelled in that CALNO will be using City Hall on that
ni ght.
Meeting adjourned at approximately 9:50 PM.
