WORKSHOP ON PROPOSED REVISION OF COt~lliRCIAL ZONING ORDIN.~{CES
The Winter Springs Planning and Zoning Board will hold another workshop on
Wednesday, March 2, 1983, to discuss its proposal for modernization of the
City's commercial zoning code. The Board invites all owners of commercial
property in Winter Springs, and other interested persons, to attend the
workshop to be held at 7:30 PM at City Hall, 400 North Edgemon Avenue.
Enclosed are the minutes of the first workshop on February 2, 1983, and
of the Board's review on February 16 of the property owners' comments.
The attached descriptions of the proposed five commercial zones are forwarded
for purposes of review only. On that basis, the impact criteria of the five
zones, lists of representative businesses, and allowable levels of intensity
of commercial activity are presented for each of the proposed zones.
The proposal retains the concept of flexibility that seems to have raised
one of the major concerns expressed at the February workshop. The statements
describing the zones' criteria have been modified to elaborate further on
how the property owner may design a cOmITiercial project to fit the impact
standards for a particular' location, even though it is Y'.ot a u~~e speci fica.lly
listed as "typical" for the site. 'Whereas, some property O\mers stated a
reservation that a~ministration of this idea would be difficult, the Board
wishes to include this freedom of choice in its proposal. Therefore, it has
been suggested that when a developer wishes to adapt a "nontypical" use to
a certain zone, the determination of its acceptability be up to City staff
as long as the decision is positive, but if negative, the developer could
appear at the next meeting of the Board to ask for a second opinion or reversal.
The Board prefers to suggest building in this safeguard in order to maintain
the flexibility concept.
Their objective, again, is not to recommend what commodity will be vended at
any location but rather to recoIDF,end measures the City can take to protect
nearby residential neighborhoods, to prevent a deteriorating traffic situation
on SR 434, and to present Hinter Springs in its best light along one of its
main corridors. Achieve~ent of these objectives can only enhance everyone's
property values.
