The regular meeting of the Planning and Zoning Board was called to order by Chairman Hatfield at 7: 36 p.m. ROLL CALL: CITY OFFICIALS: John Hatfield-Chairman, present Cindy, Kaehler-Vice Chairman, present George Kaplan, present Richard DeFazio, present Tim Johnson, absent Jacqueline Koch, City Planner Motion was made by DeFazio to approve the minutes of February 2, 1983. Seconded by Kaehler. Vote: all aye, motion carried. Hatfield asked that the last two sentences of Section 44.06 be read into the minutes. (Section 44.06, page 949: Members shall be subject to removal from office by the commission for failure to perform their duties or other misoonduct in office or automatically for failure to attend three (3) meetings within any twelve~month period of time. For purposes of removal, an absence from a specially called meeting of the board shall count the same as an absence from a regularly scheduled meeting.) He requested that the recording secretary tabulate the attendance of Board members and provide a report on the number of absences of each during the last twelve months. The City Planner advised the Board that Southern Bell's application for annexation is to be received March 17, 1983, and that it may be necessary to hold a short regular meeting prior to the next Commission meeting for purposes of forwarding a formal recommendation on the applica- tion. Hatfield adjourned the regular meeting and convened the workshop session at 8:04 p.m. WORKSHOP The Board discussed the comments landowners had offered at the February 2nd workshop. The concensus was that the proposal was rather well-received, with reservation mainly based on how current plans for development would be affected and on how the new ordinance would be admin- istered. A few clarification were made in the text of the proposal. It was decided to provide property owners with additional information a week before the March 2nd workshop in an effort to answer some of the questions they raised. The Chairman will write a letter explaining the need for and objectives of the revision. The City Planner will add a narrative to the proposal explaining how the concept would be administered and add information to Chart A to show the relation of each proposed zone to the intensity scale and indicate the direction which the chart is read as zoning intensifies. The City Planner reported that the City Attorney has advised that zoning ordinances may be changed without a "grace period" during which development can occur at the previous standards, so that the length of any such grace period is up to the City. The Board agreed to recommend to the City Commission that a period of one year be specified during which a building permit can be acquired for development of lands according to the presently permitted uses. Since site plan approvals and building permits are good for a whole year, this would in effect allow a two-year period for construction to begin.
