REQUEST:
Mayor John F. Bush is asking the City Commission to review and consider
approving the attached Resolution Number 2009-OS related to "Building
Citizenship in the Community: Back To Basics" Initiative of the Florida League
of Cities.
PURPOSE:
The Florida League of Cities is requesting our support of Resolution Number
2009-05.
CONSIDERATIONS:
The Florida League of Cities is asking for our support of "Building Citizenship in
the Community: Back To Basics" Initiative.
Mayor Bush is asking that the City Commission approve this Resolution Number
2009-OS supporting this program.
RECOMMENDATION:
The City Commission is being requested to review and consider approving the
attached Resolution Number 2009-OS related to "Building Citizenship in the
Community: Back To Basics" - an Initiative of the Florida League of Cities.

RESOLUTION NUMBER 2009-OS
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA RECOGNIZING
THE "BUILDING CITIZENSHIP IN THE COMMUNITY:
BACK TO BASICS" INITIATIVE OF THE FLORIDA
LEAGUE OF CITIES, INC., AND PLEDGING SUPPORT
FOR THIS STATEWIDE EFFORT; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, municipal government is the government closest to most citizens, with
tremendous daily impact upon its residents; and
WHEREAS, municipal government is administered for and by its citizens, and is
dependent upon public commitment to, and understanding of, its many responsibilities, and
municipal government officials and employees share the responsibility to pass along their
understanding of public services and their benefits; and
WHEREAS, Florida citizenry receives public services from State, County, School
District, and other government levels, educating Florida's citizens of all ages as to the structure
and function of all the levels of government, and how to be wise consumers of such services is
therefore critically important; and
WHEREAS, the Florida League of Cities and its member municipalities have joined
together to teach students and all citizens about municipal government through a variety of
different projects, resources and information; and
WHEREAS, this initiative will make resources available to municipal and their citizens
to utilize in furthering their goals for civic education.
NOW, THEREFORE, BE IT RESOLVED that the City Commission of the City of
Winter Springs, Florida as follows:
SECTION I. That the City of Winter Springs, Florida does hereby encourage all
citizens, municipal government officials and employees to utilize the opportunities and resources
available through this initiative.
SECTION II. That the City of Winter Springs, Florida does encourage educational
partnerships between municipal governments and schools, as well as civic groups and other
organizations.
SECTION III. That the City of Winter Springs, Florida does support and encourage all
municipal governments to actively promote the "Building Citizenship in the Community: Back
to Basics" initiative.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a
Regular Meeting duly assembled on the day of January, 2009.
