HomeMy WebLinkAbout1982 06 16 Planning and Zoning Board Regular Minutes PlANNING AND ZONING BOARD MEETING PUBLIC HEARING CITY OF WIN'IER SPRINGS JUNE 16, 1982 The Public Hearing on the Comprehensive Plan of the City of Winter Springs Evaluation and Appraisal Report 1982 - Part I, was called to order by Chainnan George Kaplan. ROLL GAIL: Joel Weiss, present Leanne Grove, present Cindy Kaehler, present David Bartley, absent George Kaplan, present CITY OFFICIALS: Jacqueline Koch, City Planner The topics to be discussed in this Hearing are those elements contained in Part I of the Report: The Physical D=velopment of the City, including Land Use, Traffic Circulation, Storm Drainage, Conservation, Housing and Utilities. Recommendations concerning the next five years of growth of the City is included in this Report. Although this meeting was advertised, the hall is empty. Jacqueline Koch, City Planner stated that under the requirements of the law, we are holding a Public Hearing to obtain comment on this portion of the Report from the public, and she is available to respond to any questions concerning the Report. Joel Weiss asked how the 305 acres was treated in this Report. Jacqueline Koch responded that it is counted in this Report as zones R-lA and R-lAA, since the Court's last statement was that Ordinance 210 is still in effect. However, the Report can be amended if we get a ruling somet:i.rne this sumner reversing the zoning. Leanne Grove asked if the section on potable water was just pertaining to water only. Jacqueline Koch responded this was correct. The City Planner stated that the green pages of the Report relate exactly to the Comprehensive Plan, and what we've done in the last five years to adhere to the goals and objectives of the Plan. The cream colored pages are the recommendations that the Board made during their workshops. Mr. Weiss indicated that we should have a definition of multi-family on page 19 paragraph 2. Jacqueline Koch stated there was a definition later on in that section. George Kaplan asked the City Planner if she really feels that the frontage along 434 is not conducive to adequate commercial development. Jacqueline Koch stated that the area in question is too long and narrow for substantial commercial development, but that the R- 3 land between SR 434 and SR 419 is sizeable enough that if redesignated commercial could be desirable for office parks or malls. Leanne Grove asked if anything was in the Plan on alleys. The City Planner stated there was on page 47. Cindy Kaehler asked if there was any- thing about including sidewalks down to the streets instead of just curving them around corners. City Planner stated there was a section on page 44. The City Planner asked if there were any questions on the first section, Land Use. George Kaplan asked how many mobile home sites are now in the City, including Indian Woods. Koch responded there are 503 sites, with 461 homes actually set up. Discussion fol- lowed on the subject of whether there are enough mobile home sites in the City and the various types of mobile home parks. Leanne Grove stated she felt there is a very definite need for additional mobile homes in Winter Springs. PLANNING AND ZONING BOARD PUBLIC HEARING 6/16/82 The City Planner stated that the next step in the procedure is to take action and forward the Report onto the City Commission for them to refer it on to other agencies to begin their 60-day review period. Mrs. Joel Weiss pointed out there needed some clarification on school transportation; there is school bus service available to the residents of the City, whereas the Report states not to Winter Springs Elementary School but to the other schools. So noted by the City Planner. Leanne Grove inquired as to the last statement in the text of the Housing Element. It being within the constitutional right of the homeowner to augment his family as he sees fit. Discussion then pursued as to the interpertation of this phrase. Jacqueline Koch stated that she intentionally worded this to be nonspecific while complying with HRS guidelines. Chainran George Kaplan entertained the motion to forward the draft of Part I of the Comprehensive Plan - Evaluation and Appraisal Report to the Commission. The motion was made by Joel Weiss, seconded by Leanne Grove, with the changes as noted. No discussion. Vote; all aye. Motion carried.
