ROLL CALL CITY OFFICIALS: Bill Daucher, absent Joel Weiss, absent Leanne Grove, present Cindy Kaehler, present George Kaplan, present Jacqueline Koch, City Planner The Chairman convened the regular meeting and opened it up to the public to hear comments on: EVALUATION AND APPRAISAL OF THE CITY OF WINTER SPRINGS COMPREHENSIVE PLAN - FIVE YEAR REPORT - ELEMENTS ON PUBLIC SERVICES (POLICE, FIRE, PUBLIC WORKS), PUBLIC SAFETY, INTERGOVERNMENTAL COORDINATION, STORM DRAINAGE, CONSERVATION, AND RECREA- TION AND THE CITY'S FUTURE LAND USE MAP AS IT PERTAINS TO THE PRECEDING ELEMENTS. Mr. Art Harris, 20 Sabel Court, was present and stated his main concern was the treatment of the Planned Unit Development. Mr. Harris stated he felt any changes being made to a PUD should be made by the City Commission only. The City Planner stated according to the City Code the Planning and Zoning Board can approve those requests which they find consistent, however those requests which they do not find consistent require Commission approval after a public hearing. Mr. Harris stated the word; "consistent" is open for interpretation. The City Planner asked if he recommended changing the last paragraph of the City Code where it states to protect the public interest the Planning and Zoning Board may hold a public hearing to shall require a public hearing. Mr. John Hatfield, 1103 Irma commended the Fire, Police and Public Works Depts. He stated he hoped a better road was planned going to the Police and Fire Depts., that he felt the present condition of the road is tearing up the vehicles. Mr. Hatfield mentioned his concern for planned recreational activities for the children and stated he felt the City should consider a full-time Recreation Director. He also stated any written communication informing the residents of the goings on (in the form of a newsletter or whatever) would be appreciated. The possibility of a newsletter being published by City Hall was discussed. Mr. Leo McCloe, 240 Holiday Lane, was present and stated he would like to see fliers in the stores updating the residents on City issues. Kaehler mentioned the equipment needed by Public Works as well as the employees needed to run this additional equipment and the costs involved. She also mentioned the needs of the Fire and Police Departments to upgrade their present facilities. The City Planner informed the residents of the small amount of their ad valorem taxes which actually come to the City for its own use. Grove mentioned the drainage problems which the City is trying to correct and stated she understood there are several areas which need attention, but that priorities would have to be set and some of the problems would have to be set aside until monies are available to rectify them properly. Mr. Hatfield questioned the annexation procedure. Mr. McCloe stated there are no recreational facilities in Sections 8 and 9 of the Ranchlands. He stated the children do not even have a vacant lot they can play on and felt the City had a responsibility to the children of this City to look into this matter. Grove moved to add the approval of the March 17, 1982 minutes to the agenda. Seconded by Kaehler. Vote: All aye. Motion carried. Grove stated these are the minutes dealing with the park and she felt it should be added that Mr. Crosby agreed that the City would have first option of refusal on the perimeter wetlands area in the 305 acres. Grove moved to approve the minutes of March 17, 1982 with the above addendum. Seconded by Kaehler. Vote: All aye. Motion carried. The workshop schedule was discussed.
