PLANNING AND ZONING BOARD MEETING
CITY OF WINTER SPRINGS
JANUARY 20, 1982
Meeting of the Planning and Zoning Board was called to order by Chairman
George Kaplan at 7:30 p.m. The pledge of allegiance to the flag was led
by Cindy Kaehler.

Motion was made by Daucher to excuse Weiss. Seconded by Kaehler. Vote on
the motion: Daucher, aye; Grove, no; Kaehler, aye; Kaplan, aye; motion
carried.
Daucher moved to approve the minutes of January 6, 1982 as written. Seconded
by Grove. Vote on the motion: Grove, aye; Kaehler, aye; Kaplan, aye;
Daucher, aye; motion carried.
REQUEST OF WINTER SPRINGS DEVELOPMENT CORP. FOR APPROVAL OF INSTALLATION OF AN
AUTO~ATED SOUTHERN BELL FACILITY ON NORTHERN WAY SOUTH OF FIRE STATION NO. 2
IN TUSCAWILLA.
~x. Larry Strickland, Manager for Southern Bell was present and stated his office
is in Sanford and that he is responsible for this request.
The City Planner pointed out the location and stated the plans are to construct
an unstaffed relay facility. She stated this is quite a large area of land
involved for a small building (6 X 10'). Ms. Koch stated there will be one
stabilized driveway into the site and a retention area which will be developed
when final engineering is presented. She stated the reason this request is
before this Board is that the PUD Ordinance requires that the type of a business
in a PUD be approved along with the plan.
Mr. Strickland stated this type of equipment will allow them to utilize by ten-
fold the existing cables between the central office and this piece of equipment.
Mr. Strickland stated they should save on maintenance fees and future rate
increases. He stated the building will be nice aesthetically and can be made
to fit into any surrounding area if landscaped appropriately. They are unmanned
and require little to no maintenance. Mr. Strickland stated Southern Bell will
be glad to do landscaping necessary to meet the needs of the community.
Kaplan asked if this was a telephone transfer station. Mr. Strickland said it
basically replaces a transfer station and allows the cable that they have in
the ground between the central office and this piece of equipment to work
much more efficiently, but it does not have switching gear in it.
Kaplan asked if they had submitted a final engineering plan in accordance with
the concept. The City Planner stated they need this approval before they can
submit final engineering.

Daucher asked if it was beneficial to the customers in the area. Mr. Strickland
stated it was - the more cables that have to be added and maintained affect the
customers. Mr. Strickland stated this building will be smaller than the one
on 434 - that one is a maxi-hut, this one is a mini-hut, about 10' X 6'.
Ms. Pat Wallace out of their real estate office in Jacksonville was present to
speak for the request.
The Chairman asked that it be noted that l~. Joel Weiss is present.
Daucher moved to grant the request of Winter Springs Development Corp. for
approval of installation of an automated Southern Bell facility on Northern Way
south of Fire Station No. 2 in Tuscawilla. Seconded by Grove. VOT,e on the
motion: All aye. Motion carried.
The Chairman stated since they are going to be operating under Roberts Rules
of Order, the Chairman has appointed Cindy Kaehler as Parliamentarian for this
Board. The books have been ordered and she will also be the Custodian of the
book.
Meeting adjourned at 8:45 p.m.
