Roll Call: Bill Daucher, present Joel Weiss, present Leanne Grove, present Ci ty Officials: Cindy Kaehler, present George Kaplan, present Jacqueline Koch, City Planner Motion was made by Weiss to approve the minutes of December 16, 1981. Seconded by Daucher. Vote: All aye. Motion carried. Grove asked that the Board be provided with a revised copy of Roberts Rules of Order as previously requested. TUSCAWILLA PLANNED UNIT DEVELOpr~NT: 1.) Review of existing and projected parks and recreational facilities. The City Planner reviewed the open space formulas pertaining to Tuscawilla and advised that the land area designated for parks and greenbelt is more than required by the annexation agreement. The actual recreational facilities committed to be developed on these lands will , however, be insufficient for the ultimate population of more than 20,000 persons, according to figures obtained from UCF. Of the total families expected to reside in Tuscawilla, approximately 1,000 will use the Country Club facilities. At least 5000 families, therefore, will need recreational improvements in the semi-public parks in the PUD. At present, one 23-acre park is committed to development with fields and courts for use by the 15,000 citizens who will require them for active recreation. There are no improvements scheduled for park areas in Oak Forest, which creates a potential hazard, in that it will be necessary for Oak Forest children to cross Tuscawil1a Road to reach the only active recreational facilities how planned. Tuscawilla Road has been upgraded to a minor arterial road and will ultimatelY be four-laned, increasing the safety hazard. The recreational facilities in the City must be addressed in the five-year report on the Comprehensive Plan required by state law to be compiled this year. Recommendations suggested by the City Planner included asking the developer of Tuscawilla to provide improvements beyond those committed to in 1977, especially for Oak Forest, and encouraging condominium builders to provide on-site facilities for active recreation. Mr. Art Barr and Mr. Charlie True were present to speak for Winter Springs Development Corp. They made mention of the surrounding schools, churches and one condominium having recreational facilities. }kr. True stated he felt their recreation plans vr~re more than adequate in view of the fact they are not frequented. Mr. A1 Landgraf, Recreation Director was present and stated he would like to point out the plan they have for 23-acre park. Mr. Landgraf stated this was based on state standards that have been established. Kaplan moved to recommend reviewing the existing recreational rlan every S"lX months until finalization. Mr. Art Harris, Mr. John Hatfield, and Mr. Doue kJ1revs all of th~ ~uscawilla Homeowners Assn. were present and stated their (~esire to get 'vith the developer in hopes of working out a practical park plan. (2.) Analysis of current and futl~e road system adequacy vis-a-vis expected traffic impact. An analysis done by a profess"lc)nal traffic consultant indicates the major roads designed for Tuscawilla will be adequate to handle traffic generated by 7807 dwelling units, the number used in the study. Signalization may be warranted on Winter Springs Blvd. at Tuscawilla Road and at Northern Way. Winter Springs Blvd. is capable of four-laning and this will be necessary when the traffic counts surpass those for Level C service on a two-lane road. The Planner suggested the City's Police Chief will be in the best position to advise when the point is reached that signals and striping of Winter Springs Blvd. are appropriate. Funding of the signals will have to be addressed. Additional traffic to be produced by recent PUD amendments which increase densities on Northern Way between Tuscora Drive and Winter Springs Blvd., which figures were not ava:Uable at the time the study was carried out, make it aavisable to provide acceleration-deceleration lanes at the p.ntrances to the c8mmercial and condominium sites and the park along this stretch of Northern Way, wbenever feasible. Kaplan moved to recommend the City Commission accept the report (prepared by Tipton Associates, Inc./dated July, 1981). Seconded by Weiss. Vote: All aye. Motion carried.
