HomeMy WebLinkAbout1981 07 22 Planning and Zoning Board Regular Minutes PLANNING & ZONING BOARD MEETING CITY OF WINTER SPRINGS, FLORIDA JULY 22, 1981 The meeting of the Planning and Zoning Board was called to order at 7:30 p. m. by Acting Chairman Poole. Pledge of Allegiance. Roll Call: Bill Daucher, present Joel Weiss, present Leanne Grove, present Louise Poole, present George Kaplan, present City Officials: Jacqueline Koch, City Planner Jack Cooper, City Engineer Weiss moved to approve the minutes of June 17, 1981; seconded by Grove. Vote: all aye. Motion carried. ELECTION OF OFFICERS: Acting Chairman Poole entertained nominations for Chairman. Daucher nominated Kaplan. Weiss moved to elect Kaplan as Chairman; seconded by Daucher. Vote: all aye. Motion carried. Chairman Kaplan entertained nominations for vice-chairman and secretary. Daucher nominated Grove as vice-chairman; seconded by Weiss. Vote: all aye. Motion carried. Daucher nominated Weiss as secretary; seconded by Grove. Vote: All aye. Motion carried. REQUEST OF JON ZABEL TO REZONE LOT 12, BLOCK 2, FOURTH ADD., FROM R-l TO C-2. This lot on the north side of SR 434 is one of those designated on the Adopted Land Use Map for conversion to commercial. Weiss moved to recommend approval of the request of Jon Zabel to rezone Lot 12, Block 2, Replat of Sheet No. 2 of North Orlando 4th Addition, from R-l to C-l; seconded by poole. Vote: all aye. Motion carried. PRELIMINARY PLAN FOR UNIT I OF THE LEVY SITE. This development would be the first phase of the 305-acre Florida Land parcel still under litigation regarding the zoning. The Staff Review presented to the Board had indicated there were still numerous unsettled questions regarding the engineering, so that it would be premature to consider making a recommendation on the approvability of the plan. However, in that the Code requires the developer to confer with the Board regarding parks and open spaces, this preliminary meeting accomplished that requirement. Florida Land proposed to dedicate to the City the l12-acre wetlands east of this site rather than 15 acres (5% of the 305 acres) of the land included in the rezoning. The Staff advised the Board it would need more information on the type of land con- tained in the l12-acre parcel and the proposed public access points before it could lend any technical advice on the proposed park's acceptability. The roadway system of the first phase and the overall development was discussed, as well as how the new roads would interconnect with existing streets. Planning & Zoning Board Meeting, July 22, 1981 Page 2 The Board members stated they wished to take some time reviewing Florida Land's park and road system proposals before reaching a decision on their recommendation to the City. The developer, Florida Land, and their consulting engineers and planners agreed to provide each Board member a copy of the development diagram for further review. The City Planner agreed to forward any questions raised by Board members individually to the developer. Review of this preliminary plan by Staff will continue as further information is presented to meet Code requirements. Another hearing before the Board will be scheduled when the Staff and the Board have all the reports necessary to reach a consensus on what recommendation to send to the City Council. jZ~~~~ ci~ri?ianner
