HomeMy WebLinkAbout1981 04 01 Planning and Zoning Board Regular Minutes PLANNING & ZONING BOARD MEETING CITY OF WINTER SPRINGS APRIL 1, 1981 Meeting of the Planning and Zoning Board was called to order at 7 :35 p.m. by Chairrrnn Jerry Fusco. The pledge of allegiance was led by Louise Poole. ROLL CALL CITY OFFICIALS: Louise Poole, present Jerry Fusco, present Robert Dixon, present Glen Burford, present Jacqueline Koch, City Planner. Joel Weiss, absent M::>tion was made by Poole to approve the minutes of March 18, 1981. Seconded by Burford. Vote: All aye. Motion carried. REQUEST OF J. R. HA'ITAWAY FOR APPROVAL OF REPLAT OF wr 19, BLOCK B, RANCHES SEGrION 2, PLUS VACATED CITY PARK PROPERI'Y, TO CREATE THREE wrs ON ALTON ROAD AT HAYES ROAD. Mr. Mike Hattaway spoke for the request. Fusco questioned whether there would be sewer hookup available. Mr. Hattaway stated they have talked to John Hall of the water corrpany and that a couple of lines will have to be extended a short distance, but it is virtually at the site. Mr. J. R. Hattaway was present to speak for his request. The City Planner reported the City Engineer feels the property is high and dry, however he does see a problem getting an access back to the creek and asks if this is divided that an access easement be granted along one of the lot lines for maintenance of the park. Mr. Gary Hunt, Surveyor for the property was present to speak for the request. Discussion. Poole ITDved to approve the request of J. R. Hattaway for the replat of Lot 19, Block B, Ranches Section 2, plus vacated city park property, to create three lots on Alton Road at Hayes Road, subject to final easement considera- tions worked out with the parties involved and the City Engineer. Seconded by Dixon. Vote: All aye. Motion carried. RECOMMENDATIONS TO CITY COUNCIL CONCERNING LAND DEVELOPMENT ORDINANCE NO. 235 Dixon moved to include a statement (possibly under Sec. 14-7. Reserved on Page 4) stipulating all application fees required by Land D:lvelopment Ordinance No. 235 be non-refundable. Seconded by Poole. Vote: All aye. J.Vlotion carried. (Sec. 14-62, Page 12). Strike the words in the last sentence: "unless converted into a recreational waterway." The Chairman felt from prior experience that this statement gives the developer too much leeway. (Sec. 14-65 a., Page 13). Add: All retention ponds shall be corrpletely encorrpassed with a 4' high chain-link fence with access gates at drainage right-of-way, at the developer's expense. Plann:ing and Zoning Buard Meeting April 1, 1981 Page Two. (Sec. 14-98, Page 19). Recorrmendation: Must use sod only. Grassed, mulched or any other procedure such as seeding with hay should not be allowed. The cost per lot would be approximately $125-$150. (Sec. 14-112, Page 21). Under c. 2. - Strike the entire paragraph. There should be no reason why the City can't inspect all stages of con- struction and there should be no way for the developer to proceed without proper inspections. The City is neglecting their responsibility if problems that develop later in any project are due to non-inspected phases of development. (Sec. 14-119, Page 24). Under a. - Change the second sentence from: "shall not exceed twenty (20) feet per section" to read: "shall not exceed ten (10) feet per section." Fusco moved to forward the above recomrrendations to City Council regarding land I:.eveloprnent Ordinance #235. Seconded by Burford. Vote: All aye. Motion carried. The City Plarmer asked for the Board's corrnnents regarding the deletion of Step #4 under Section 14-41, Page 8. Fusco IIDVed that the Plann:ing and Zoning Board review all final plans as previously required, due to the fact that an extreme time lapse between preliminary and final plans could make preliminary plans obsolete.
