PLANNING & ZONING BOARD MEETING
CITY OF WINTER SPRINGS
FEBRUARY 20, 1980
Meeting of the Planning and Zoning Board was called to order at 7:40
p.m. by Chairman Jerry Fusco.

Motion by Logan, seconded by Poole to approve the minutes of February
6, 1980. Vote: All yes. Motion carried.
REQUEST OF WINTER SPRINGS DEVELOPMENT CORPORATION and Fairway Oaks
Development Corporation for approval of the final engineering of Phase
I of Fairway Oaks fee-simple condominiums on Northern Way across from
Unit 7, Tuscawilla.
Mr. Dick Bennett, Architect for the project spoke for the request.
Logan questioned the easement. Mr. Bennett said there will be a 30
foot width drainage easement.
There was discussion on soil conditions and inspection of filling.
Each double site plan will be approved by the Building Official with
reference to lot grading. There was also discussion on parking.
Logan moved to recommend approval of the final engineering of Phase I
of Fairway Oaks fee-simple condominiums on Northern Way across from
Unit 7, Tuscawilla, with the provisos of the Staff Letter of February
13, 1980 and the Engineer's Letter of February 11, 1980. seconded by
William. Vote: All yes. Motion carried.
REQUEST OF WINTER SPRINGS DEVELOPMENT CORPORATION and Goehring
Development Corporation for approval of the final engineering of Phase
I of Tuscany Place Condominiums in Tuscawilla, at Trotwood Blvd. and
Northern Way.
Mr. Harry Goehring spoke for the request. The condominiums will be
2-story buildings with 8-9 units per building, with 2.3 parking
spaces per unit. Price Range: $50-$65,000.
Weiss moved to approve the request of Winter Springs Development
Corporation and Goehring Development Corporation for approval of the
final engineering of Phase I of Tuscany Place Condominiums in
Tuscawilla, at Trotwood Blvd. and Northern Way, subject to the
Staff Letter of February 15, 1980 and the Engineer's Letter of
February 13, 1980. Seconded by Williamson. Vote: All yes. Motion
carried.

REQUEST OF BIG CYPRESS ASSOCIATES LTD. to rezone 17.45 acres of golf
course frontage on S.R. 434 from Planned Unit Development to C-l
Neighborhood Commercial.
Mr. Bud Grammer of Big Cypress spoke for the request. There are no
existing plans at the present time for development of the property.
Mr. Al Davis, 395 Bahama Rd., spoke against the request, questioning
the possibility of property being sold off in parcels, as well as
the effect on traffic.
Logan moved to recommend disapproval of the request of Big Cypress
Associates Ltd. to rezone 17.45 acres of golf course frontage on
S.R. 434 from Planned Unit Development to C-l Neighborhood Commercial.
Seconded by Shriver. Discussion. Logan withdrew his motion, Shriver
withdrew his second. Fusco moved to table the request of Big Cypress
till the following meeting. Seconded by Poole. Vote: All yes.
Motion carried.
FURTHER CONSIDERATION of request of Florida Land Company to rezone
322 acres south of S.R. 419 from R-U Urban Dwelling to R-1A
One-Family Dwelling.
This item was placed last on the agenda.
REQUEST OF ROY McCLAIN, CHARLES PELFREY AND MELTON SMALLWOOD to re-
zone Lots 1, 3 and 4, Block 8, North Orlando Fourth Addition from
R-l One-Family Dwelling to C-l Neighborhood Commercial.
William moved to approve the request of Roy McClain, Charles Pelfrey
and Melton Smallwood to rezone Lots 1, 3 and 4, Block 8, North
Orlando Fourth Addition from R-l One-Family Dwelling to C-l Neighbor-
hood Commercial. Weiss seconded. Vote: All yes. Motion carried.
FURTHER CONSIDERATION OF REQUEST OF FLORIDA LAND COMPANY to rezone
322 acres south of S.R. 419 from R-U Rural Urban Dwelling to R-1A
One-Family Dwelling.
Mr. Dick Davis, Architect-Planner spoke for the request. Mr. Russ
Mills also spoke for the request.
There was discussion on the water and sewer capacity and drainage.
Florida Land has conferred with Winter Springs Development in
reference to an adjoining roadway between this property and the
Tuscawilla PUD. There was discussion on the density, access roads,
paving and the effect on surrounding homeowners. Mr. Al Davis spoke
against the request.

Weiss moved to approve the request of Florida Land to rezone 322
acres south of S.R. 419 from R-U Rural Urban Dwelling to R-1A One-
Family Dwelling. Shriver seconded. Vote: Shriver, yes; Logan, no;
Poole, no; Fusco, yes; Weiss, yes; William, yes; Williamson, no.
Motion carried.
William moved to change the Land Use Map to reflect the proposed
rezoning from R-U to R-1A, seconded by Logan. Vote: Logan, yes;
Poole, yes; Fusco, yes; Weiss, yes; William, yes; Williamson, no;
Shriver, yes. Motion carried.
Shriver discussed the parks with Florida Land Representatives.
Weiss moved to adjourn, seconded by William. Vote: All yes.
Meeting adjourned at 10:30 p.m.
