Transcript of P&Z Appo1.ntme. made July 10, 1979:
Councilman Arnold - I am required to make an appointment to the Planning & Zoning Board
to fill Seat II on that Board for a two year term. Mr. Lombardi, the incumbent, has not
been able to attend some meetings for business and other reasons ~nd accordingly I do
not wish to reappoint him. I have discussed it with him and he knows my reasons which are
primarily that a member in my opinion should attend every possible meeting unless there
is an extreme emergency. The man I wish to appoint is well known to all of us in this
City because of his previous services to this City - in various positions and he needs
no resume or introduction and I think he can be depended on to perform the duties of a
board member in a very exemplary fashion - I am therefore pleased to appoint to Seat II
Mr. John Daniels.
Discussion of whether or not it was necessary to rati~ by motion - Sec. 44.05 - motion.
Co. Torcaso: I imagine Mr. Daniels is well qualified to be a member to the Board but
I am personally against the appointment.
Mayor Piland - I think for a prior City Councilman who publicly supported de-annexation
of the particular section he lived in and was working behind the scenes until it was
brought to the public view - in my opinion cannot serve this community in the capacity
that I could have confidence in any decision that would come forth from hUn or any
Board that he sat on - I think that as far as my confidence in any decision made by
Mr. Daniels would just - I just have no respect for that particular individual -
Co.Pellerin: I think that the de-annexation situation is a past affair - I don't
think it would have any bearing whatsoever on his judgment on decisions he would have
to make as a member of the Board - I think certainly he is more capable than the man
he's replacing - in my own personal opinion - he's always been conscientious in
attending all sessions of our council meetings - he's always given his most in every-
thing that he's undertook - I don't think there's any question whatsoever as to his
ability to serve and serve well.
Co. Arnold: I think my personal disagreements with Mr. Daniels are quite well known -
we have seldom agreed on general policies - however - I do not deny Mr. Daniels the
right to have his own opinions in those areas any more than I deny myself the right to
have them. I am looking for a man who will sit on that board and give it some appearance
of stability and of direction and frankly I don't think we have with One or two exceptions
board members on that board who currently are doing that - when we have to tell them they haVE
to vote I think that's a pretty good indication that we are lacking something in our Boards -
I want a man who will stand up there and give some direction to this Board - if we
don't agree with what comes out of these Boards we can Over rule them, but right now
we have nothing in my opinion we can put our feet on when they come out - and I want a
strong man in there.
Co. Bennett: Mr. Arnold has this been discussed with Mr. Daniels - it has - and he's
willing to serve? He is.
Co. Torcaso: I sat in the audience for three years and if Mr. Daniels takes over
the P&Z Board like he took over this Council - I don't want no part of it.
Co. Pellerin: The P&Z Board is strictly an advisory body.
Co. Torcaso: I know what they are.
Co. Arnold: you can't find much advice from them.
Co. Torcaso: I don't want advice from one man.
Co. Bennett: I think Mr. Torcaso if everybody will vote its a sign the P&Z Board - I
don't see how really one man can control them.

Mayor Pi land: I'm glad that'-s pointed out because the part~lar person that waS
alluded to was appointed by hr. Daniels and I tell you in my th_ad I had a Councilman sit
here for weeks and weeks and weeks telling us he represented all the people that he was
elected by when in fact you cannot represent all the people and be involved in a con-
tractual movement within a municipality if you can place faith in that type of individual
fine - I cannot; I sit here tonite and I heard several minutes discussion on our financial
problems - I will submit to you that if you will review the record over the last four to
five years one of the prime reasons we are in that position is because of our finance
commissioner who kept insisting we lower the property taxes and work on the bare bones
budget and I think the record will support it if you want to go thru and check it - I do
know for a fact that Mr. Daniels is a strong individual - I think he would take control
of the P&Z Board - I think we would get his recommendation - his recommendations - I'm
not in favor of course I don't get to vote on this matter, I can be heard - I've said it all
along - I'll say it again - I'm not in favor of it - I'm not in favor of him serving in
any capacity - until such time that he wants to run for public office and let the people
elect him and put him in that positionjany other decision- vote on the motion -
motion carries. I think a disservice to the City of Winter Springs has been demonstrated
tonite because I think we will get the same type of activity that we received from
Mr. Daniels in the past - I don't think it will change and I'm very sorry to see the
actions be taken by this Council which I feel has done so much for this community -
I submit to you it will be a very short period of time and we will see it all torn down -
thru the process of the P&Z Board - next item.
Co. Arnold: I would like to take a little exception to those comments Mr. Mayor. I
considered this appointment at some length and while my judgment is no better than
any other man's (individual) I do feel that I made the right decision - the fact that
Mr. Daniels and I have not agreed on certain items - the fact that you and Mr. Daniels
have agreed on no items - I don't think is really germane to the issue - Mr. Daniels
has been a public servant and I think he will continue to be a public servant - whether
his decisions or recommendations are mine or yours is not the point - the point is I
feel he will give the City his best ability and that we can then decide whether we
accept them or not - he will be an active member and not a passive member - that's all
I have.
Mayor Piland: My only concern is I want to know whether he will be working for us or
against us and I don't have that confidence that we will ever know - you gentlemen
might be able to work that out.
