PLA.WHNG & ZONING BOARD MEETING
JCITY OF WINTER SPRINGS
AUGUST 15, 1979
The meeting of the Planning & Zoning Board of the City of Winter Springs, Florida,
was called to order by Chairman Jerry Fusco.
Roll Call:
George Shriver, present
John Daniels, present
Mary Williamson, present
Burt Logan, absent
Jerry Fusco, present
Louise Poole, excused absence
David Branson, absent
Motion by Daniels, seconded by Williamson to approve the minutes of August 1, 1979.
Discussion. Motion carried.
Request of Winter Springs Development Corporation for approval of the final
engineering and plat of Tuscawilla Unit 9A:
Mr. Art Barr of Winter Springs Development Corporation was present. Discussion.
Motion by Daniels, seconded by Shriver, that we recommend to City Council that
Unit 9A Tuscawilla be approved subject to the following stipulations: that the
final engineering plans, prior to their approval, show the necessary underdrains
depicted by Clark, Dietz & Associates and that items 2 through 5 in Clark, Dietz
& Associates letter of August 1, 1979 be fully complied with prior to approval.
Discussion. Motion carried.
Request of the Presbytery of St. Johns, and of Jon W. Zabel, owner of the
property involved, for approval of Conditional Use to construct a church and
accessory building on Moss Road in an RC-l zone (part of Lot 3, Block A, Ranches
Section 1).
Rev. Bill Lee, Mr. Paul Leap, Mr. Mike Hattaway and Mr. Jon Zabel were present.
The proposed site for the church is the northeast corner of Moss Road and Bahama
Road, approximately four acres. Discussion.
Motion by Daniels that we establish a public hearing on this matter at the
earliest possible date - if possible the first meeting in September. Seconded
by Williamson. Discussion. Motion carried.
Request of Pedro Medina for approval of home occupation location (18 Gumtree Court):
Motion by Daniels, seconded by Shriver, that we approve the home occupation use
application of Mr. Pedro Medina at 18 Gumtree Court with the absolute provision that
his occupation will not be visible outside the premises of his house and that
specifically, there be no ladders, scaffolds, dropcloths, paint, etc. strewn
outside the house. Discussion. Motion carried.
Request of Jean Reynolds for approval of home occupation location (401 Boxwood Circle):
Motion by Daniels that this Board on this particular matter - the application of
Ms. Jean Reynolds - take no action on the basis that we do not believe that it is
within the purview of this Board; and that the City Attorney advise us that it is
within the legal responsibility and with some specific advice as to the type of
action we should take. Motion withdrawn.

Motion by Shriver, seconded by Daniels, that we approve the request subject to full
compliance with all state and county (if appropriate) laws concerning this type of
occupation. (little nursing home). Discussion. Motion carried.
Motion by Daniels, seconded by Shriver to adjourn. Motion carried.
