PLANNING AND ZONING BOARD
CITY OF WINTER SPRINGS
JULY 19, 1978
1. Present: Arnold, Williamson, Bennett, Fusco and Jacobs
Councilman Logan
2. Call to order: Chairman Jacobs called the meeting to order at
7:30 P.M.
3. Final Development Plan - Hi~h1ands Section I - Kilt Court:
Brief Presentation by Florida Land Company. Bennet questioned
one foot floor elevation above road. Planning & Zoning Board
noted that final plat was changed from 19 lots to 8 lots
because of extensive muck problems. Reviewed Staff & engineer-
ing reports.
Motion by Arnold, seconded by Bennett to approve adjusted Final Plat,
providing the requirements of the Staff Review are complied
with. Motion carried.
4. Zonin~ Question:
Charles E. Kelly, 6 Algiers Avenue, spoke against present C-l
zoning. Mr. Kelly wishes to correct the zoning of lots 5,
Block 29 and 1,2, 11, Block 27 from C-l to R1A which as he
states are supposed to be R1A and should have never been
~ changed to C-1 on the official zoning map.
Nash Kennedy, 4 Algiers Ave., also spoke against the C-l
zoning.
Discussion by Planning & Zoning members, Logan and citizens
for two hours.
Motion by Bennett that the Board advise Council (Because of a lack of
documentation to substantiate the present zoning) that the
C-1 zoning on the lots in question be reverted back to the
documented zoning of R1A. Motion did not carry 1 - 4 against.
Motion by Arnold that the Planning and Zoning Commission has no reason to
believe that the official map as displayed in the City Hall
is other than the final authority as to the current status
of land buildings and other structures in the City of Winter
Springs. Seconded by Williamson. Motion carried 4-1 with
Bennett against motion.
5. Mr. Arnold asked to be excused for the month of August from the
Planning and Zoning meetings. He will be out of the country.

6. Motion by Bennet to accept the minutes of June
Arnold. Motion carried.
