REQUEST:
The Community Development Department- Planning Division requests that the City Commission
Adopt Resolution 2010 -17 supporting the legislative designation of SeminoleWay.
SYNOPSIS:
The Florida Turnpike Enterprise, as the Florida Department of Transportation's operator of the
GreeneWay (State Road 417), requires resolutions of support from local jurisdictions seeking
legislative designation of transportation facilities under Section 334.071, Florida Statutes.
CONSIDERATIONS:
APPLICABLE LAW, PUBLIC POLICY, AND EVENTS
Section 334.071, Florida Statutes.
Winter Springs Comprehensive Plan directs the City to pursue opportunities to collaborate on the
SeminoleWay initiative for purposes of economic development and job growth initiative. [FLUE
3.3.2 and ICE Policy 1.2.4]
CHRONOLOGY:
Similar Resolutions have been Adopted by Seminole County Board of County Commissioners
(March 9, 2010) and the Oviedo City Council (May 3, 2010).
FINDINGS:
SeminoleWay is a private /public initiative targeting economic development along the
GreeneWay (State Road 417) from the Orange County /Seminole County line through the
Orlando Sanford International Airport and SCOPA to Interstate 4 with the goal of creating a high
value/high wage corridor along the GreeneWay similar to what has developed along Interstate 4,
thereby promoting quality business development, easing the tax burden on homeowners in the
affected area and ultimately enhancing the quality of life for the citizens and businesses of
Seminole County;

In support of achieving these goals, the BCC through the Seminole County Expressway
Authority (SCEA) proposes to identify State Road 417 from the Orange County line to Interstate
4 as SeminoleWay.
Resolutions seeking legislative designation of transportation facilities under Section 334.071,
Florida Statutes require support from local jurisdictions.

RECOMMENDATION:
Staff recommends that the City Commission Adopt Resolution 2010 -17 supporting the
legislative designation of SeminoleWay as an important action and opportunity for the planned
and intelligent economic growth and development of SeminoleWay and the Seminole County
region.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA,
STATING THE CITY'S SUPPORT OF LEGISLATIVE
DESIGNATION OF SEMINOLEWAY; PROVIDING FOR THE
REPEAL OF PRIOR INCONSISTENT RESOLUTIONS,
SEVERABILITY AND AN EFFECTIVE DATE.
WHEREAS, the City is granted the authority, under § 2(b), Art. VIII of the State Constitution,
to exercise any power for municipal purposes, except when expressly prohibited by law; and
WHEREAS, the City Commission of the City of Winter Springs supports economic
development activities in Seminole County; and
WHEREAS, SeminoleWay is a private /public initiative targeting economic development along
the GreeneWay (State Road 417) from the Orange County /Seminole County line through the Orlando
Sanford International Airport and Seminole County Port Authority to Interstate 4 with the goal of
creating a high value/high wage corridor along the GreeneWay similar to what has developed along
Interstate 4, thereby promoting quality business development, easing the tax burden on homeowners

WHEREAS, the Seminole County Board of County Commissioners requests that the City of
Winter Springs City Commission also adgpt a resolution expressing its support of a legislative
designation of the GreeneWay (State Road 417) as SeminoleWay; and
WHEREAS, City Commission deems that this Resolution is in the best interests of the public
health, safety, and welfare of the citizens of Winter Springs.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, THAT:
Section 1. Incorporation of Recitals. The foregoing recitals are deemed true and correct
and are hereby fully incorporated herein by reference.
Section 2. Support for Designating GreeneWay as SeminoleWay. The City
Commission of the City of Winter Springs hereby expresses its support of a legislative designation of
the GreeneWay (State Road 417) as "SeminoleWay" as an important action and opportunity for the
planned and intelligent economic growth and development of SeminoleWay, Seminole County, and
the City of Winter Springs.
Section 3. Severability. If any section, subsection, sentence, clause, phrase, word, or
portion of this Resolution is for any reason held invalid or unconstitutional by a court of competent
jurisdiction, whether for substantive or procedural reasons, such portion shall be deemed a separate,
distinct, and independent provision, and such holding shall not affect the validity of the remaining
portions of this Resolution.
Section 4. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 5. Effective Date. This Resolution shall become effective immediately upon its
adoption by the City Commission of the City of Winter Springs, Florida.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a regular
meeting assembled on this 10 day of May, 2010.
