Dear Bob:
This letter addresses a rezoning request by the City of Winter Springs
to change the zoning of Block 16, Lots 10 & 11 from R-lA to C-l to provide
for the location of a Police and Public Works compound.
The Winter Springs Planning Commission discussed this request at its
March 31, 1977, meeting and asked me to convey by letter to the Planning &
Zoning Board several of its concerns relative to this matter prior to the
request being considered by the P&Z Board.
The Commission's concerns are as follows:
1) A "commercial" zoning category may not be necessary at this site
in order to locate a City-owned compound, and commercial zoning may have
long-range adverse effects.
2) Based on the fact that the City's Comprehensive Plan -- now being
prepared by the Planning Commission for City Council consideration -- may
call for the location of a municipal government complex in a location other
than in the vicinity of the present municipal building, establishment of
the compound in Block 16, Lots 10 & 11 may not be the best alternative
available to the City.
3) Based on the uncertainty of the eventual location of the govern-
mental complex, the Planning Commission recommends that, if the compound
is located in Block 16, Lots 10 & 11, construction be moveable.
