HomeMy WebLinkAbout1977 01 27 Regular Winter Springs Planning &: Zoning :5oard January 28, 1977 Honorable Don Sines Zoning Commissioner City of Winter Springs Dear Don: At your request, the Planning &: Zoning ~oard at its meeting on January 27 re- viewed in detail and discussed at length the propoBed ordinance "to expand the Planning and Zoning ~oard from five to seven members and establil!lh the Planning and Zoning ~oard as the City's Land Planning Agency pursuant to the Seminole Comprehensive Planning Act." It is the hope of the ~oard that you will bring the recommended changes, as itemized in this letter, to the attention or the Mayor and City Council and work for their incorporation into the ordinance. The ~oard confined its review to Sections 44.05 through 44.16.1 or the drart ordinance - the sections dealing with the Planning &: Zoning ~oard - and did not attempt to make recemmendations on that portion or the draft dealing with the ~oard or Adjul!ltment. The P&:Z ~oard recemmends, however, that the ~oard of Adjustment be al!lked to review sections or the draft which pertain to its operation and make recemmendations to the Mayor and Council. Recemmended changes orrered by the Planning &: Zoning ~oard are as rollows: SECTION 44.05: In the second line, the word "member" should read "members." SECTION 44.06: _ No change. S:&;TION 44.07: Add the words "vice chairman" in the title and twice in the text, making the section read: "APPOINTMENT OF CHAIRMAN, VICE CHAIRMAN AND SECRETARY. There shall be a chairman, vice chairman and secretary of the planning and zoning board selected rrom the seven (7) appointed members. Selection will be made by the members or the board. The existing chairman, vice chairman and secretary of the five-member board shall continue to serve until removed by the members or the board or until they resign, whichever l!Ihall first occur." SECTION 44.09: No change. SECTION 44.10. Change the last sentence in the section to read: "In addi- tion thereto, the planning and zoning board shall serve as the Lecal Land Planning Agency pursuant to the Seminole County Comprehensive Planning Act and the board shall commence said duties upon adoption by the City Council of the comprehensive plan." SECTION 44.11: Change the first sentence in the section t. read: "The planning and zoning board shall annually make a written report no later than March 31 to the City Council giving a resume or its work during the preceding year." S~TION 44.16.1: Add the words "and annexation" to the title, making the title read: "PlmLIC HEARING REQUIRED FOR REZONING AND ANNEXATION PROOEDURE." , (a) Add the word "annexation" in three places and change the wording or the last sentence in the sub-section, making sub-section (a) read: "All appli- cations ror rezoning and annexation within the municipal limits or the City or Winter Springs, Florida, shall require a public hearingberore both the plan- ning and zoning board and the city council. The public hearing berore coun- cil shall be advertised according to procedures set rorth in Chapter 166, Florida Statutes as it now exists or as it may be renumbered or amended. All expenses of advertising or mailing or notices shall be borne b,y the party requesting the annexation or change of zoning and in addition thereto, the Party shall pay all legal expenses borne b,y the city prior to being granted annexation or a change of zoning. At the direction or the planning and zon- ing board, the city clerk shall cause the notice of public hearing before the planning and zoning board to be published in a newspaper." (b) Change the word "seven" to "fifteen," making sub-section (b) read: "The public hearing on the said application berore the planning and zoning board shall be advertised firteen (15) days prior to said hearing and after said public hearing, the board shall forward its decision to the city council within fifteen (15) days of the said public hearing." (Lot 4 Blk 27 North Orlando 8th addition) For the past six months my wife and I have been interested in opening a day care center for the residences of Winter Springs. The tOlqn is growing with new homes catering to young families. Today a clean, dependable, low cost day care center where mothers can leave their children with confidence is as important as the location of the neighborhood school. My wife, Jolene will run the center. She is a state certified teacher with several years of experience in teaching first, second and third grade in the public school system as well as having experience in day care instruction. It is rare to find a person with her enthusiasm and imagination. I can guarentee she will keep the ~-~-----_..........""'.._-~_.~ children interested as well as laying a sound foundation for their coming school years. The abandoned residence at 8 Bombay street is the perfect size for the center. This house is surrounded by property which Winter Springs has already zoned commer&ial. It is secluded from the homes near it by high fences. It faces a different direction than the other homes. There are really no close neighbors. I realize that Winter Springs has an abundant amount of commercial property on which to build a day care center. But there were only two commercial lots available according to Kalex Realty. One was too close to the highway and the ather was right next door to 8 Bombay hn~ prohibitive in price. The cost of the commercial property and a new building would be overwhelming. With mostly low cost homes in the area I do not think the community can afford to pay $35 to $45 per week for child care. We are trying to keep the cost at about $25 a week per child. By letting us use the home as a day care center our fees can be kept low enough to qualify for government aid. This will help us to incorporate a government program which will allo~T working mothers who qualify to pay as little as $2.50 a week for child care. Thus allowing mothers to work who were before prohibited from working because of the cost of child care. I believe by extending the commercial zoning to include this lot will be a benefit to the community. Winter Springs residences will no longer have to take their children to day care centers in outlying towns. As the center grows we will hire people from the Winter Springs area (approximately 4 to 6 people.) Winter Springs pre-schoolers will have the advantage of obtaining a good pre-school education at an economical price. If Winter Springs is to have a day care center , !!Q! is the time. For in the future the only people who could afford to build a day care center on that commercial strip paralelling S.R. 434 will probably be a franchise operation. One thing for sure is it will be expensive and there is no way your children will get the personal care that we plan to give.
