Mayor Piland ... City Planner Rozansky CALL TO ORDER: Meeting called to order by Chairman Williams at 7:35 p.m. MINUTES: Minutes of the March 2~, 1977, meeting were approved as submitted. PUBLIC HEARING: At 7:38 Chairman Williams suspended the regular meeting and convened a public hearing on an application by the firm of Glatting, Brophy, Shaheen & Associates to rezone 167 acres along Fisher Road from RU to RCl to develop 60 residential lots with a minimum of 1% acres and an average size of 2.7 acres. Mr. Paul Brophy presented the request, stating that the prelimi- nary plat plan calls for only six lots fronting on Fisher Road, with the re- mainder fronting on internal streets. Several members of the audience asked questions, but none expressed support for or opposition to the application. In response to questions from citizens and P&Z Board members, Mr. Brophy in- dicated that his client - Cameron Brown Co. - owns no adjoining land and that there are no plans for connecting roads to the east of the property. He intends for the lots to be developed on individual wells and septic tanks. He said he will ask for a variance to avoid having to pave the access road. He said he is considering trying to use power easements as bridal paths and that developed lots probably will sell for $8,000-$10,000. The city planner expressed no professional reservations about the rezoning. Mayor Piland said he feels RCl zoning is consistent with surrounding zoning. Chairman Williams closed the public hearing at 8:13 and resumed the regular meeting. MOTION: On a motion by Parkhurst, seconded by Newsome, the Board voted unan- imously to recommend to the City Council that the rezoning request be approved. MOTION: On a motion by Williams, seconded by Parkhurst, the Board also voted unanimously to recommend to the City Council that, as part of its approval of the request, it consider: 1) The inclusion of bridal paths. 2) Prohibiting connecting roads to the east. 3) Limiting lots fronting on Fisher Road to a maximum of six. 4) Exempting the applicant from paving an access road. REZONING REQUEST BY CITY OF lrHNTER SPRINGS: Mayor Piland presented the City's request to rezone Block 16, Lots 10 & 11 from R-1A to C-1 for the purpose of constructing a public works and maintenance compound. MOTION: On a motion by Newsome, seconded by Parkhurst, the Board voted unan- imously to call a public hearing on the request at 7:30 p.m. on May 12, 1977, at the Sunshine Park Community Genter and authorized the city clerk to comply Page 2 with the requirements for proper notice. ZONING ORDINANCE REVISION: The Board discussed its approach to this matter and agreed to devote its April 28 meeting to a workshop on ordinance revision.
