CALL TO ORDER: Meeting called to order by Chairman Williams at 7:45 p.m.
AllROVAL OF MINUTES: The !oard agreed on the rollowing changes in the !oard' s
January 28, 1977, letter to Councilman Sines:
a. In Section 44.07, the !oard agreed there should be a procedure estab-
lished to elect a chairman or vice chairman if there is a deadlock, and that
procedures should be stated for the removal process or a !oard member.
b. In Section 44.11, change the word "resume" to "summary."
c. In Section 44.15, change to read: "Action of the City Council shall
b~ by ordinance duly passed and shall be presented in the minutes of the City
Council. "
d. In Section 44.16.1, the !oard questioned notification. Additional
notification for a public hearing was discussed and is being reviewed.
With the changes noted above, the minutes were accepted as submitted.
REZONING REQUEST !Y MR. DAVID RIZZO: The !oard was inrormed that Mr. Rizzo
has withdrawn his request ror rezoning or property located at 8 !ombay Street.
NEXT MEETING: Next meeting will be 7:30 p.m. Thursday, February 24, 1977.
ADJOURNMENT: Meeting was adjourned at 9 p.m.

Report of Activities, 1976
The ~oard held 24 meetings in 1976, four of which included a Public Hearing.
Nine members sat on the Board at various times during the year, and the ~.ard
worked with three professional planners.
The most significant achievement of the Board in 1976 was completion of its
work - continued from 1975 - on a revised Planned Unit Development ordi-
nance, subsequently adopted in medified form by the City Council.
Relative to the new POO ordinance the Board prepared revised POO administra-
tive procedures and approval process.
The Board implemented a revised application form for changes in land use, de-
signed to streamline the submission of supportive data and the processing of
applications.
Current Activities
The ~oard's two most pressing items - both presently under review - are the
proposed ordinance expanding the Planning &: Zoning Board to seven members and
designating it the Local Land Planning Agency and a complete revision of the
Zoning Ordinance.
Recommendations
The Board's recommendations are directed not 50 much toward specific projects
as toward a re-cemmitment on the part of the Ceunci1 to the role of the Board
and the relationship of the Board to the Council.
The Board feels keenly the responsibility and obligation it will have to the
Council and to the community when its duties are expanded to encompass re-
sponsibilities which now rest with the Planning Commission. The Board wishes
to serve the Council in an advisory capacity in .!!.! matters relative to changes
in city boundaries and land use, thereby insuring conformity with the Compre-
hensive Land Use Plan.
To this end, the Board recemmends:
1) That the Council refer to the P&:Z Board for review and recommendation
all matters dealing with city boundaries and changes in land use.
2) That the P&:Z ~oard be authorized to call a Public Hearing on any mat-
ter referred to it by Council.
3) That the Council retain en an on-going, permanent basis professional
planning help, ideally in the form of a fulltime employe.

Gentlemen:
Section 44.11 of the Code of Winter Springs requires the Planning &: Zoning
~oard 8IUlually "t. make a written report to the City Council giving a re-
sume of its work during the preceding year. In such report, it shall also
make recommendations as t. future projects to be undertaken."
Pursuant to the requirements of Section 44.11, the attached annual report
is submitted by the Planning &: Zoning Board.
The Board and any of its members will be pleased to discuss the report
with you at your convenience.
