REQUEST: The Community Development Department requests the Commission consider the
aesthetic review for the Starlight Baptist Church basketball court enclosure, located at the
northwest corner of Hayes Road and East Bahama Road.
SYNOPSIS: This agenda item is for the aesthetic review for the enclosure of an existing
covered basketball court at the Starlight Baptist Church. The site plan, aesthetic review, and
development agreement to up -grade the entire site were approved on May 12, 2008, but the
economy has forced the church to scale back on plans. The approved plans depicted the covered
basketball court to be enclosed, but the details were not provided in the aesthetic review. In light
of the current economic situation, the church is proposing to do what it can to implement the plan
in increments. Converting the basketball court into an assembly structure, providing the
sidewalks in the adjacent Hayes Road and East Bahama Road rights -of -way, providing a
dumpster enclosure, and providing a stabilized bus parking area comprise the first phase of this
implementation. The church representatives have expressed a desire to also move forward with a
scaled back version of the 30,167 SF building (new sanctuary, Sunday- school classrooms, and
offices) before the end of the year. This development would comprise Phase two of the
implementation and will be subject to separate review.

BACKGROUND AND OVERVIEW: This 4.28 acre upland site is largely developed and has
been used as a church for years. It abuts paved Hayes Road to the east and presently unpaved
Bahama Road to the south. It abuts other R1 -AA properties to the north, east, and west; a portion
of the Mount Greenwood [residential] PUD to the northwest; large stormwater ponds to the west;
and RC -I property (with a power line) to the south.
The 2008 plan approval included a new 30,167 SF building (with a 783 seat sanctuary,
classrooms, and offices), provided additional parking for the expanded facility and generally
brought the site into conformance with the current Code. The existing structures were proposed
to remain, with the covered basketball court eventually being enclosed. No plan was provided at
that time detailing the aesthetics of the structure. A development agreement (DA) addressed
such issues as limiting future expansion, hours of operation, scheduling a sidewalk along E.
Bahama Road (requires a sidewalk when the roadway is paved — paving should begin in May or
June 2010), steeple height, positive light spillage onto Hayes Road at the site ingress /egress,
parking setbacks, screening the bus parking, overnight accommodation for visiting pastors and/or
visiting singing groups, and maintenance of grassed parking and landscaping
CURRENT PROPOSAL: The current proposal is the aesthetic review for the enclosure of the
existing covered basketball court for the purpose of converting it into an assembly building. The
structure is located almost 300 feet from the Hayes Road right -of -way (ROW) and about 240 feet
from the East Bahama Road ROW. As viewed from Hayes Road, it is located behind and to the
north side of a line of existing buildings that will remain. The design is complementary to that of
the new sanctuary (30,167 SF of sanctuary, office, and Sunday school classrooms) approved for
the north end of the site. Staff would have preferred that the structure include functional
windows or at least spandrel glass or shutters, but believes that the design will appear appropriate
when viewed from Hayes Road.

AESTHETIC REVIEW:
The submittal requirements for aesthetic review are set forth in Section 9 -605 and include the
following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or
spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of
height and their associated materials; (d) elevation of proposed exterior permanent signs or other
constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural
and engineering data as may be required. The procedures for review and approval are set forth
in Section 9 -603.
The City Commission may approve, approve with conditions, or disapprove the application only
after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
The proposed single story building is to be enclosed with steel and the east and west sides
covered primarily with stucco. Staff believes it will fit into the surrounding area
harmoniously.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
The proposed siding is compatible with the approved architecture for the larger (30,167 SF
structure to be constructed on the northern portion of the site.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed,
or included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more of the following features
of exterior design and appearance:
(A)Front or side elevations,
(B)Size and arrangement of elevation facing the street, including reverse arrangement,
(C)Other significant features of design such as, but not limited to: materials, roof line,
hardscape improvements, and height or design elements.
The proposed building appears complementary but not excessively similar or dissimilar to
the other structures in or approved in the immediate area.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect

to architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community.
There are no other similar existing buildings or structures of the same type in the
immediate area, although the structure complements the proposed sanctuary to the north.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Town Center
guidelines, SR 434 design specifications) and other applicable federal state or local laws.
The building is not subject to the SR 434 or Town Center requirements, but will be
reviewed for compliance with applicable life - safety codes by the Building Division and
Seminole County Fire Department.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite- resistant wood, wrought iron, brick, columns
and piers, porches, arches, fountains, planting areas, display windows, and other distinctive
design detailing and promoting the character of the community.
The project has incorporated a water table, stucco, and arches.
FISCAL IMPACT: No property taxes are assessed on the site. Permit, utility connection, and
impact fees will be collected.
COMMUNICATION EFFORTS:
No further efforts have been made for the aesthetic review, beyond those routinely done by the
City Clerk's office.
RECOMMENDATION:
STAFF RECOMMENDATION:
Staff recommends that the City Commission approve the aesthetic review plans.
