REQUEST: The Public Works Department providing results of the City's recent
application to the Florida Energy and Climate Commission for,an Energy
Efficiency and Conservation Block Grant
SYNOPSIS: In February 2010 the City of Winter Springs submitted an application to the
Florida Energy and Climate Commission for an Energy Efficiency and
Conservation Block Grant in the amount of $1.16 million. The results were
released in early April 2010, and the City of Winter Springs was not selected for
grant funding. Out of 69 applications received, only 13 were selected for funding.
CONSIDERATIONS:
• The Governor's Energy Office and the Florida Energy and Climate Commission (FECC)
announced in late 2009 plans to distribute $18.6 million in federal energy grant funds
from the American Recovery and Reinvestment Act of 2009 (Economic Stimulus Plan) to
cities and counties.
• At the January 11, 2010 City Commission meeting, the City Commission approved Task
Order #1 to the Architectural Services Agreement with CPH Engineers, Inc. in an amount
not -to- exceed $5,000 for preparing and submitting an application to the Florida Energy
and Climate Commission for an Energy Efficiency and Conservation Block Grant.
• The City's grant application consisting of a total funding request of $1.16 million was
submitted to the FECC on February 11, 2010. The grant application included funding for
the following tasks:
1. Building Lighting, HVAC, and Plumbing Retrofits for the Winter Springs Police
Station, City Hall, Senior Center, Civic Center, Public Works Compound, and
various City park buildings.
2. Sports Field Lighting and Parking Lot Lighting Retrofits for Central Winds Park
and four other parks.
3. City Vehicle Fleet Fuel and Fuel Storage Container Audit

• The Florida Energy and Climate Commission released the grant award results in early
April 2010. A total of 69 applications were received for "Category 1" grants, including
the City of Winter Springs. Applications were scored and ranked on a point system based
on the following:
o Project Plan: 0- 20 points
o Project Team: 0 -10 points
o Matching/Leveraging Funds: 0 -10 points
o Jobs: 0 -10 points
o Energy Savings and Renewable Energy Production: 0 -40 points
o Greenhouse Gas Reduction: 0 -10 points
o Special Community Designations: 0 -10 points
• Only the top 13 out of 69 applications were awarded funding (see attached Exhibit A).
Winter Springs was ranked 42 and received a score of 50 out of a possible 100 points.
No other cities in Seminole County or Orange County received funding.
• Staff has requested but not yet received a copy of the City's score sheet. It is expected
that the City did not score well in the areas of "Matching/Leveraging Funds" and
"Special Community Designations." It is also likely that the total projected Energy
Savings of the City's proposed program fell below the higher ranked applications.
FISCAL IMPACT:
No funding is requested with this agenda item. The total cost of CPH's services to
prepare the grant application was $2,000, which was below the not -to- exceed amount of $5,000
approved at the January 11, 2010 City Commission meeting.
COMMUNICATION EFFORTS:
No extra communication efforts are necessary at this time.
