JON ZABEL MOTION Move that the Winter Springs ~lanning & Zoning Board make the following recom- mendation to the Winter Springs City Council: 1) The ~lanning & Zoning ~oard recommends that the request by Mr. Jon Zabel to rezone from R1-A to R1 103 lots between Hayes Read and Tides Road with frent- age on Silver Creek, Dolphin, Marlin, Benita, Sailfish, and Hayes be denied for the following reasons: a. Approval of the request would constitute spot zoning. b. Approval of the request could have a detrimental effect on the property value of the citizens whe currently live in this area and those who have purchased property in this area for personal residential, rather than speculative, purposes. .",J'll......., 2 ) The ~lanning & Zoning ~oard further recommends that subdivision devel- opment in this area not be permitted until the reads are paved to meet City specifications. The Board feels that the volume of traffic generated by devel- opment of this area dictates paved streets, and that dirt streets will place an unacceptable maintenance burden on the taxpayers of Winter Springs. 3) The ~lanning & Zoning Beard further strongly recommends that develop- ment of this area not be permitted on septic tanks. A primary concept of the Comprehensive ~lan now being prepared by the ~lanning Commission is the prohi- bition of further development on septic tanks. One of the Land Use ~olicies incorporated in the ~lan states that development shall be contingent upon the availability of adequate public facilities and services, including utlities. It is the opinion of the ~lanning & Zoning Board that approval by the City Council of development of this area on septic tanks would be in direct con- flict with the Comprehensive ~lan, which will govern the City's growth and development. Mayor and City Council City of Winter Springs Winter Springs, FL 32707 RE: Rezoning Request Gentlemen: At its meeting on May 27, 1976, upon completion of a Public Hearing, the Winter Springs Planning &: Zoning Board unanimously adopted the following motion: "Move that the Winter Springs Planning &: Zoning Beard recommend to the Winter Springs City Council that the request by Mr. Jon Zabel te rezone from Rl-A t. Rl 103 lots between Hayes Road and Tides Read with frontage on Silver Creek, Dolphin, Marlin, Benita, Sailfish, and Hayes be denied because approval of the request would constitute spet zoning."
