Dear Mr. Kelley:
RE: REVIEW OF PLANS -NORTH ORLANDO
TOWNSITE-4TH ADDITION-JOB 6136.00
I have reviewed the plans submitted to me for North Orlando
Townsite 4th Addition-Unit One. These plans also show future sections
of the subdivision.
These plans are marked Preliminary and I assume they are
submitted as a Preliminary supmission as called for in the subdivision
ordinance.

Subject to resolution of the following matters, the plans are
considered satisfactory.
Comments on Section One
1. The residential or minor street paving section shown on
these plans is 24 feet out to out of Miami curbs. This is in accordance
with the current ordinance but the proposed changes to the ordinance
call for 26' out to out of Miami curbs.

2. The minor street section shown on these plans does not
call for stabilization of the subgrade under the soil cement base
course. The existing ordinance is not real clear am this. On Page 15,
(2) it calls for preparation of subgrade in accordance with standards
in SectiontIr., subsection D. This section does not contain any such
standards. The proposed changes to the ordinance include provisions
calling for a "properly prepaared subgrade" which also is not definitive
but in my opinion would mean stabilized. In practice, we use and
recommend 10" of stabilization to 50 p.s.i., F.B.R.
~3. At least the area where the plat is being changed for a
new widre~trance off of the Longwood-Oviedo Road should be replatted.
4. The lots in this existing plat are very small and we hope
that the developer plans on selling bigger parcels for homesites by
selling parts of 2 lots to make up one larger homesite or else chooses
to replat.

5. The developers engineer indicates that there is an
existing drainage easement for the drainage outlet from this sub-
division east of Wade Street off of this plat. The developer should
indicate the nature of this easement or book and page where it is
recorded so that it can be examined. Also, a temporary drainage
easement is needed where the temporary ditch from section one crosses
part of a future section of the subdivision.
,;~' 6. The drainage plan in /Section 1 may need to be modified or
alternately it would be satisfactory to provide a pair of inlets in
a future section of the subdivision near the bend in David Street
at the southwest corner of the tract, with a suitable pipe provided
east along David Street to the pipe outlet shown on these plans at
the street intersection leading east to Wade Street. This change is
necessitated because water would have to run about 2000 feet in a
Miami gutter before reaching an inlet according to the plans submitted.
This is not satisfactory and is the basis for requiring the two
additional inlets and connecting pipe. The developers engineer has
agreed to this change.
7. From a look at the land, underdrains will be required
to drain the street subgrade in some parts of this tract. The plans.
submitted show a planned location and size for the underdrains. This may
or may not be satisfactory. It may require more or less underdrains
and a different size than called for on the plans. This should be
worked out in the field during construction and should be accomplished
as required by the City inspector or engineer at that time according
to conditions found in the field during construction.
~. Water and sewer lines should be located a distance of
10' apart laterally. I 'believe this has been corrected on a later
set of plans.
Comments on Future Sections of the Subdivision
1. There is a large existing drainage ditch along the west
side of Sherry, east of David Street to 419; then it turns and runs
easterly along the south side of 419 in a dedicated street right of
way called George Street on the Plat; then it turns southerly along
the east side of Wade Street for about 400' and then turns east away
from this tract.
Because lots in future sections of this subdivision front
across this 9' deep ditch there is a need to discuss the future
disposition of this ditch and lots in future sections at this time with
the developer. It is my understanding that he has some plans in this
regard.

2. The planning board may want to consider turnout or
turnouts off Sherry to the large amount of uddeveloped lands west of
Sheery when the paving of Sherry is planned in a future section
of the subdivision.
