HomeMy WebLinkAbout2010 03 22 Regular 604 Requesting Direction Regarding Options for Improving Access from SR 434 to Sunoco and Papa Tony's COMMISSION AGENDA CONSENT INFORMATIONAL ITEM 604 PUBLIC HEARING REGULAR X March 22, 2010 MGR /DEPT A thorization REQUEST: The Public Works Department updating and requesting the City Commission's direction regarding options for improving access from S.R. 434 to Sunoco and Papa Tony's SYNOPSIS: Staff has explored the possibility of constructing a vehicular cross - access connection between Sunoco/Papa Tony's and Miller's School Supply. The proposed cross access connection is not supported by the affected businesses. CONSIDERATIONS: • At the February 22, 2010 City Commission meeting, the Commission reviewed options for improving access from S.R. 434 to businesses along the south side of S.R. 434 between Hayes Road and Hacienda Drive. The Commission directed Staff to further explore Option 2, which consists of a proposed vehicular cross - access connection between Sunoco/Papa Tony's and Miller's School Supply (see Exhibit 2). Specifically, the Commission asked Staff to review the following issues related to Option 2: o Obtain input from the affected businesses, including the loss of parking spaces and the ability to obtain a cross- access easement at Sunoco o Project costs o Feasibility of modifying the existing stormwater retention pond at the proposed cross - access connection o Ability to fund the project with the One -Cent Sales Tax • Input from the affected businesses: o Papa Tony and Mr. Vijay Patel, who represents Sunoco, were not supportive of a proposed cross - access connection. Mr. Patel stated Sunoco would not grant the cross - access easement necessary to have a cross - access connection. Both Papa Tony and Mr. Patel stated they did not believe a cross - access connection would adequately address the access problem for vehicles traveling westbound on S.R. 434. Papa Tony and Mr. Patel also stated they could not lose 2 -3 parking spaces, which would be required for the cross - access connection. Regular Agenda Item #604 March 22, 2010 Page 2 of 3 o Mrs. Cynthia Miller, who owns Miller's School Supply, stated she was not opposed to a cross- access connection, although she would prefer to see the median modified to provide safer left -turn access to her business. Mrs. Miller stated that Papa Tony's customers occasionally utilize parking at Miller's School Supply site for overflow parking during evening hours when Miller's School Supply is closed. Mrs. Miller stated the loss of 2 -3 parking spaces would be acceptable as long as her customers could park at Papa Tony's /Sunoco during peak times. • Project costs and feasibility of stormwater pond modification: o The proposed cross - access connection would consist of a 24 -foot wide pavement section having a length of approximately 40 -feet between the two existing parking lots at Sunoco and Miller's School Supply. Approximately 26 -feet of this connection would be located across Sunoco's existing stormwater dry retention pond, which has a maximum depth of approximately 3 -feet. If the pond could be filled in, the cost to construct the at -grade cross - access connection is estimated to be $12,000. This cost includes fill material, asphalt, roadway base, curbing, demolition, culvert, and railings along both sides of the pond crossing. o The existing stormwater dry retention pond along the western side of Sunoco has a permitted treatment volume of 0.062 acre -feet, or 100 cubic yards. The fill required to construct an at -grade cross - access connection would consume approximately 30 -35 cubic yards of treatment volume. A review of the original pond volume calculations shows that the pond does not have any excess treatment capacity and it cannot be filled in without providing additional treatment volume at another location. The Sunoco site does not appear to have additional land available to expand the pond. o An alternative to filling in the existing dry pond for the cross- access connection is to span the pond with a small bridge or box culvert(s). Staff has explored several options for spanning the pond, and the minimum cost to span the pond is estimated to be $50,000. Although the span is short and the pond is not deep, the span must be designed for heavy vehicle loadings. This option is not recommended due to the high cost. • Regarding funding of the proposed cross - access connection, Staff's opinion is that the project could be funded with the One -Cent Sales Tax, although this was not extensively reviewed due to the lack of support from the affected businesses. • Based on Staff's review of Option 2, Staff does not recommend pursuing this option any further. For the Commission's review and information, an updated summary of the three available access improvement options is provided below. Regular Agenda Item #604 March 22, 2010 Page 3 of 3 ACCESS IMPROVEMENT OPTIONS: Option 1 - Utilize Cross Access to Hayes Road Plaza (see Exhibit 1): Option 1 was selected by the City Commission at the November 24, 2008 City Commission meeting and remains the current directive. When constructed, the Hayes Road Plaza provides a cross access connection to the Sunoco / Papa Tony's site that will allow cross access to the signalized intersection at Hayes Road. This cross- access connection will be constructed by the Hayes Road Plaza developer at no cost to Sunoco or the City. No City Commission action is needed to implement this option, as it will be constructed as part of the Hayes Road Plaza. Option 2 - Construct Cross Access Connection between Sunoco and Miller's School Supply (see Exhibit 2): Option 2 consists of a proposed vehicular cross- access connection between Sunoco/Papa Tony's and Miller's School Supply. As noted previously, this option is not supported by the affected businesses. Option 3 - Construct Left Turn Lane on S.R. 434 (see Exhibit 3): Option 3 consists of a modification of the existing S.R. 434 median island to provide left -turn access from S.R. 434 onto the western driveway at Sunoco. FDOT District 5 has indicated that the existing landscaped median would need to be removed for a minimum length of approximately 60 -feet in order to provide a left -turn lane. Staff obtained a preliminary cost to design and permit this modification from JMT, Inc. in the amount of $8,000. The construction cost is estimated to be in the range of $25,000, resulting in a total project cost (design + construction) of approximately $33,000. FISCAL IMPACT: No funding is requested as part of this agenda item. COMMUNICATION EFFORTS: Staff discussed the access issue with Papa Tony, Mr. Vijay Patel from Sunoco, and Mrs. Cynthia Miller from Miller's School Supply in preparation of this agenda item. RECOMMENDATION: Staff recommends that the Commission review the information provided herein and provide additional direction as needed. ATTACHMENTS: 1.
