REQUEST: The Public Works Department Requesting the City Commission's Review
and Approval of the Final Design for The Ranchlands Roadway
Improvements — Phase II.
SYNOPSIS: The final design for The Ranchlands Roadway Improvements — Phase II is
complete and has been distributed to all abutting residents for their information
and review. This agenda item is requesting the City Commission's approval of
the final design.
CONSIDERATIONS:
• At the April 13, 2009 City Commission meeting, the Commission directed Staff to
proceed with the design phase for the paving of existing dirt roads in The Ranchlands.
• Phase II of the project consists of the following streets (see enclosed phasing map):
• Tradewinds Road — Hayes to Fisher
• Sunrise Avenue
• Arnold Lane
• Williams Road
• Morton Lane
• Herrell Road
• Stoner Road
• Jackson Circle
• Phase I, consisting of Bahama Road, Moss Road, Hayes Road, and Tradewinds Road
from Edgemon to Hayes, is currently under construction with a scheduled completion
date in early June 2010. The Phase I Final Design was approved by the City Commission
at the November 23, 2009 City Commission meeting.
• The Phase II design is now complete. The Final Design Drawings are posted on the
City's website under "Public Notices."

• The City Commission approved the inclusion of Jackson Circle and Herrell Road in The
Ranchlands Paving Program at the February 8, 2010 Commission meeting, and Stoner
Road was approved for paving at the February 22, 2010 Commission meeting.
• The Phase II Final Design is substantially similar to Phase I. The project consists of
asphalt pavement, roadside drainage swales, an unpaved pedestrian area, concrete
driveway aprons, and other related improvements more specifically described below.
• The proposed asphalt pavement will be 18 -feet wide, which in most places matches or is
slightly narrower than the existing dirt road width. The normal range of street pavement
widths for local residential streets is 18 to 24 feet. The 18 -foot width was selected to
reduce travel speeds (wider streets encourage higher speeds), minimize new clearing, and
to maintain a rural appearance. The only exception to the proposed 18 -foot wide
pavement width is on Stoner Road, where a 14 -foot wide asphalt section is proposed.
• A 6 -inch roadway base will be installed consisting of either limerock or crushed concrete.
Concrete ribbon curbs will be installed at intersections and at sharp turns to protect the
pavement edge.
• In most areas, a swale drainage system is provided. The swales are relatively shallow,
sodded, roadside ditches ranging in depth from 6 to 18 inches. The swales are generally
located on both sides of the street, although there are some locations where the swale is
on one side and the street drains to that side. The swales are designed to retain
stormwater runoff and allow it to percolate into the soil within 48 hours or less. The
project includes additional drainage improvements at low spots and discharge points. A
permit from the St. Johns River Water Management District is required and has been
submitted for approval.
• Based on resident input, the design shows one side of the street with a 5 -foot wide
unpaved shoulder immediately adjacent to the street pavement to function as the
pedestrian area. The 5 -foot unpaved shoulder will be stabilized and sodded. Some
consideration was given to locating the pedestrian area further away from the street;
however, in many cases this would require additional clearing including the removal of
large trees. No paved sidewalks are planned as part of the project.
• Concrete driveway aprons are proposed at all existing driveways, except where noted
otherwise on the plans. The concrete aprons will generally follow the shape and slope of
the existing driveways. City Staff will coordinate the final shape and slope of the
driveway aprons with residents during construction. Installation of the concrete aprons is
at no cost to the residents. After construction is complete, the residents are responsible
for maintaining their driveway apron(s).
• This project consists of only street paving and related drainage improvements and does
not include any water and sewer facilities.

• The planned schedule for Phase II is as follows:
o Construction Bid Opening: April 29, 2010
o Commission Award of Construction Contract: May 10, 2010
o Construction Start: May 20, 2010
o Construction Complete: October 2010
FISCAL IMPACT:
No funding is requested at this time. A funding request will be made with the request to
award the construction contract for Phase II, currently scheduled for May 2010. Phase II is
estimated to cost $1.0 million, based on the Phase I bids received.
COMMUNICATION EFFORTS:
• All property owners abutting the Phase II streets (approximately 120) were mailed
"Request for Input" notices in October 2009. The "Request for Input" notices included a
preliminary design sketch of each property's street frontage and a request to schedule an
onsite appointment with City Staff to meet and discuss items such as the pavement width,
driveway connections, drainage concerns, tree impacts, pedestrian accommodations, and
any other issues.
• Approximately 60% of the abutting property owners contacted the City and participated
in individual onsite design review meetings. The onsite meetings were highly productive
and they provided valuable resident input that has been incorporated into the design. The
onsite meetings also helped the residents better understand the project and enabled them
to ask site - specific questions that would be difficult to address in an offsite group -
meeting format.
• When the Phase II design was finalized in January 2010, all Phase II abutting property
owners were mailed an informational notice consisting of the following items:
o Project Status Update
o Final Drawing for their street frontage
o Request for Final Review and Input
o Frequently Asked Questions
o Notice of City Commission Approval scheduled for March 22, 2010
• Residents will continue to be advised of the project status prior to and during
construction, through mailings, City website updates, and direct communication with
City Staff at the field level.

RECOMMENDATION:
Staff recommends the City Commission approve the Final Design for The Ranchlands
Roadway Improvements — Phase II.

OVERALL PROJECT STATUS:
Phase I is currently under construction and consists of Bahama Road, Moss Road,
Hayes Road, and Tradewinds Road from Edgemon Avenue to Hayes Road.
Phase II is at the final design stage and consists of Sunrise Avenue, Arnold Lane,
Morton Lane, Williams Road, Herrell Road, Jackson Circle, and Tradewinds Road from
Hayes to Fisher.
REQUEST FOR FINAL REVIEW:
Attached is a copy of the draft final design drawing(s) at your street frontage. Please
review the enclosed drawinq(s) and contact Brian Fields, P.E., City Enqineer, at 407-
327 -7597 or bfieldsPwintersprinasfl.orq by March 12, 2010 if you have any questions
or concerns.
A complete set of the Phase II draft final design drawings is available at the City's
website, www.winterspringsfl.org, under "Public Notices" with a link titled "Ranchlands
Paving Phase 11 Design Drawings."
The Phase II final design will be submitted for City Commission approval at the March
22, 2010 City Commission meeting as a regular agenda item. The meeting starts at
5:15 PM and is at City Hall, 1126 East S.R. 434, Winter Springs, FL 32708. Residents
who wish to address the Commission may do so during the "Public Input" portion of
the meeting.
Thank you to the many residents who provided input into the design. The resident
input was very helpful and the final design incorporates your input. A list of the
Frequently Asked Questions for the project is on the back of this page.
NEXT STEPS:
