REQUEST:
Mayor John F. Bush requests that the City Commission review and Approve Resolution
2010 -11 which if approved, would offer our support for the City of Oviedo's State Road
426 /County Road 419 4 -lane widening project.
SYNOPSIS:
From time to time, municipalities are asked to support projects related to other
municipalities and in this case, Mayor Bush is requesting our City support a project in
the City of Oviedo. Additionally, this request for support for the City of Oviedo's Road
Project has recently been discussed at a Mayors and Managers Meeting.
CONSIDERATIONS:
Mayor Bush is requesting the City Commission approve a Resolution of support of the
City of Oviedo's State Road 426 /County Road 419 4 -lane widening project. Attachment
"A" from the City of Oviedo will explain more of the specific detail related to this
project.
This request for support for the City of Oviedo has recently been discussed at a Mayors
and Managers Meeting.
On behalf of the City Commission, Mayor Bush feels that the City of Winter Springs
wants to support any initiative that benefits one of our closest cities.

FISCAL IMPACT:
Approving Resolution Number 2010 -11 does not have any fiscal impact to the City of
Winter Springs.
COMMUNICATION EFFORTS:
The City of Oviedo is aware that Mayor Bush is bringing this Resolution to the Winter
Springs City Commission for their consideration. Additionally, copies or access to this
Agenda Item and Resolution have been given to the Mayor and City Commission, City
Manager, City Attorney, and Department Directors; placed in Press Packets; placed in
the Lobby Binder; and are available on the City's Website, LaserFiche, and the City's
Server.
RECOMMENDATION:
Mayor John F. Bush is asking the City Commission to Approve Resolution Number
2010 -11.

4 -LANE WIDENING
(FROM PINE AVE. TO LOCKWOOD BOULEVARD)
Detailed Project Description:
The SR 426/CR 419 (Broadway Street) consists of a 2.5 mile roadway widening from a
two -lane undivided facility to a four -lane divided urban facillity beginning at Pine Avenue and
ending at Lockwood Boulevard with continuous 5' sidewalks and designated bike lanes along
both sides.
The width of the travel lanes, median and sidewalks may vary but will generally consist
of four (4) 12 -foot travel lanes separated by a raised 22 -foot median. The project, 0.75 miles, is
State Road 426, from Pine Ave. to Central Ave. (SR434) and the remaining portion, 2 miles,
from Central Ave. to Lockwood Boulevard is County Road 419.
This roadway corridor is an east -west principal urban arterial that provides connectivity
from the SR 417 (Greenway) to Geneva, Chuluota and Orange County Line. This is the only
section of a continuous corridor SR -426/ CR -419 which is not a 4 -lane section.
This project runs through the center of existing downtown area in Oviedo and will
include, as a major component of the project, the re- alignment of CR 426 for added queue length
and improved signalization design.
The realignment will also play a key role in the revitilazation the old downtown area, rich
in historic and community facilities, by creating socio- economic opportunities for infill
development and redevelopment newly adopted by the City in its Dowtown Redevelopment Plan
as well as improving access points for increased mobility and pedestrian safety.
There will also be an opportunity to provide continuous sidewalk paths that connect the
existing Cross Seminole Trail on the north to the Cross Seminole Trail on the south. In addition,
the intersection of SR 434 and SR 426 will also be improved for lane capacity and movement of
vehicles in the north -south direction. The project will address a major flooding concern located at
the intersection of South Lake Jessup and SR 426 as well as address other localized drainage
issues in the surrounding downtown area.
Infrastructure for potential transit stop locations will also be included in the scope of
work for design. The project is expected to improve environmental water quality issues with the
implementation of fourteen (14) stormwater ponds for treatment and attentuation of site runoff.
Total Project Cost is estimated at $88 million which includes final design, permitting,
construction & right of way acquisition. Previous federal funding includes $1.6 million in the
2005 Highway and Transit Reauthorization bill (SAFETEA -LU), $285,000 in FY2009 TCSP
funds and $1 million was recently approved in the FY 2010 Omnibus Appropriations bill for this
project.

Main Project Points:
• The City of Oviedo's #1 Transportation Priority.
• The City is working in partnership with Seminole County and FDOT.
• Roadway is currently constrained; quadrupling of population from approximately 8,200 in
1980 to current 2009 estimate of 32,740 taxes the road's vehicle capacity.
• The improvement of SR 426/CR 419 from two to four lanes will provide a significant benefit
for regional mobility in southeast Seminole County due to its proximal connection to SR 417
(a SIS facility).
• It will serve to improve long -range transfer of goods and services to Geneva and Chuluota
and regions beyond.
• Facilitates transportation to UCF (integral for students, educators, football fans with new
stadium), Research Park & other technology and education -based facilities in the area.
• Pedestrian linkage through the intersection including the Cross Seminole Trail. Current
pedestrian conditions very unsafe (3 schools within 'IA mile of this intersection) limited
sidewalks and pedestrian walkways /crossings.
• This corridor has been identified by METROPLAN ORLANDO as a "Regionally Significant
Roadway "; included in the METROPLAN Orlando Urban Area Prioritized Project List.
• Potential to support established economic development objectives currently being
implemented within the City of Oviedo for the Redevelopment of the City's existing
downtown and incorporating new development for a New Downtown.
• The Project is under design, land acquisition is on -hold awaiting funding:
o Planning, Design and Environmental (PD &E) report has been completed.
o The City and County funding portions are in place.
o 60% plans completed, final design (Phase 1) Construction could begin following land
acquisition.
• The Florida Department of Transportation has completed the widening of SR 426 from
Mitchell Hammock Road to Pine Avenue. This project has created a substantial bottleneck at
the SR- 434/SR -426 intersection if 4- laning does not proceed in a timely manner.
Funding:
• City of Oviedo $8,000,000 (Sales tax), $4,000,000 currently available.
• Seminole County $6,000,000
• TRIP $ 9,500,000 (deferred from 2013 to 2014, maybe longer) as a result of the August 08
Revenue Estimates.
• 2005 Highway and Transit Reauthorization Bill (SAFETEA -LU) $1,600,000 earmarked for
design of which $1,400,000 was received, $285,000 in FY2009 TCSP funds and $1 million
was recently approved in the FY 2010 Omnibus Appropriations bill for this project.

W HEREAS, the greater Oviedo community has seen a dramatic increase in population
over the last ten (10) years significantly impacting the road's vehicle capacity; and
WHEREAS, the improvement of State Road 426 /County Road 419 from two (2) to four
(4) lanes will provide significant beneficial impacts for regional mobility, both within the City
and throughout southeast Seminole County. The State Road 426 /County Road 419 roadway
corridor is an east -west principal urban arterial that provides connectivity from State Road 417
(GreeneWay) to Geneva, Chuluota and the Orange County Line; and
W HEREAS, the roadway widening facilitates transportation from all areas of north and
eastern Seminole County to the University of Central Florida (integral for students, educators,
and football fans with the new stadium), Research Park, and other technology and education -
based facilities in the area; and
WHEREAS, this project has been identified by METROPLAN ORLANDO as a
"Regionally Significant Roadway" and included in the METROPLAN ORLANDO Urban Area
Prioritized Project List; and
WHEREAS, THE City of Oviedo currently has funding available in the amount of eight
million dollars ($8,000,000.00) from Sales Tax, an additional six million dollars ($6,000,000.00)
from Seminole County, and anticipated TRIP funding of nine million five hundred thousand
dollars ($9,500,000.00); and
WHEREAS, the 2005 Highway and Transit Reauthorization Bill (SAFETEA -LU)
earmarked one million six hundred thousand dollars ($1,600,000.00) for design of which one
million four hundred thousand dollars ($1,400,000.00) was received; and
WHEREAS, two hundred and eighty -five thousand dollars ($285,000.00) in Fiscal Year

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF WINTER SPRINGS, FLORIDA THAT:
Section I. The City of Winter Springs City Commission hereby concurs with our
colleagues in the City of Oviedo proclaiming support of the State Road 426 /County Road 419 4-
lane widening project.
Section II. The City of Winter Springs City Commission will forward a copy of this
Resolution once Approved, to the City of Oviedo.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a
Regular Meeting duly assembled on the day of March 2010.
