Subject: S.R. 434 Median Removal at Bruster's
Commissioner Krebs,
Kevin asked me to provide a brief synopsis of the previous S.R. 434 median modification project completed in 2007,
which included removing the concrete median in front of Bruster's.
• The S.R 434 Village Walk project was completed in 2005. The median was installed as a safety and aesthetic
improvement.
• Shortly after project completion, complaints were received about U -turn operations and lack of left -turn access
to particular businesses, including Bruster's.
• At the City's request, FDOT performed a study in May 2006 of the entire S.R. 434 corridor from Talmo
Street to Hayes Road. The study's purpose was to evaluate u -turn operations as well as the need for
left turn improvements within the study section. The FDOT study "recommended the removal of
raised medians along the study segment except near signals and isolated landscaped islands providing
a two -way left turn lane for vehicles to make direct left turns as opposed to u -turns at unrestricted
intersections."
• Based on the recommendations in the FDOT study, the following improvements were implemented in
2007 by the City at a total cost of $91,590:
1. Remove the existing concrete median from Costa Rica Drive to Sherry Avenue and install a
center turn lane (provided direct access to Bruster's and others)
2. Remove the existing concrete median from Hacienda Boulevard east to just past Bennet Street
3. At Hayes Road intersection, remove a short segment of the eastbound median to allow safer u-
turns at this location
4. At Edgemon Avenue and Moss Road, install protected - permitted left turn phases for the
eastbound and westbound left turning movements.
5. At Edgemon Avenue and Moss Road, modify the side street phasing to a leading northbound
protected - permitted left -turn phase followed by the through movements phase.
• The City's 2007 project limited the median removals to only those locations where there was a
concrete median barrier; no landscaped median islands were removed.
• The removal of the concrete median from Costa Rica to Sherry (item #1 above) was driven by repeated
complaints from Mr. Khan at Bruster's that the lack of left -turn access was hurting his business.
