HomeMy WebLinkAbout1994 03 28 Staff Review Regular Meeting Minutes TO: Spencer Cowan, Land Use Coordinator FROM: Charles Sexton, Chief of Police SUBJ: Grand Reserve/ Preliminary Engineering 11-94 DATE: 03/28/94 After review of the Preliminary Engineering for Grand Reserve, I offer the following concerns, which also refer back to memo 43-92 dated November 4, 1992 by then Chief of Police John Govoruhk, after review of the conceptual plan. 1. Memo 43-92 makes reference to discussions and decisions about no addi- tional cuts onto Tuscawilla Rd. from Oak Forest. For reasons of traffic safety, public health and saftey we would still recommend no entrance to Grand Reserve from Tuscawilla Rd., prefering instead to access the development via Quail Nest Dr. off Benchwood Dr. 2. If the previously mentioned cut onto Tuscawilla Rd. is granted: (a) Memo 43-92 questioned whether these streets would be "public" or "private". The general notes (#21) on the Geometry Plan indicate the streets and right-of-ways will be maintained by Winter Springs. If this is the case- (1) The entrance circle of stamp embossed concrete may be an expensive item for the City to maintain. (2) The right-of ways at the entrance contain a fountain, and quite a bit of landscaping. Whose responsibility is the maintenance of these areas? "(3) -If the fountain is "constructed in the" circle surrounded by "publicll roadways, whose liability is it in the tragic event bf an accidental drowning? (4) If the City maintains the streets and right-of-ways, making them "public", how do you install a security gate across a "public" roadway? (5) If the gate is constructed, it must have a manual over-ride to allow the access of emergency vehicles and evacuation of local traffic in the event of a power failure or nutural disaster. (6) How will the "walkway" gate be operated/secured? Page 1 of 2 (7) Accell/decell lanes will be required on Tuscawilla Rd., as per memo 43-92. 3. A construction entrance should be sought using one of the powerline right-of-ways to restrict heavy vehicles and increased construction traffic from the Oak Forest access via Quail Nest Dr., or to prevent damage to the decorative entrance circle if the Tuscawilla cut is granted. 4. Also referring back to memo 43-92: (a) Sidewalks built to City Code will be required throughout the entire development, as well as along Tuscawilla Rd. from the south to north property lines.
