STAFF REVIEW MEETING MINUTES
JUNE 17, 1986

Powell gave his presentation. See attached.
Discussed location of an additional saw mill operation on David Joyce's property.
There was discussion on history of existing saw mill. The property is zoned C-2.
We need to determine if there is a need for a site plan other than what is now provided.
Mr. Onjukka needs a permit to hook up power to his planer and saws.
There was a discussion on the noise level. It was determined that there has not been any
complaints of noise from the David Joyce operation to date. The operation that now
exists is in concert with the C-2 zoning.
It was discussed that the City Manager is aware of the adding of further saw mill
operations. There is not a problem as of yet. If there is a noise problem later on
down the road, then the City can and will act to enforce required noise restraints.
It was determined by the Staff that the siting of the additional saw mill operation be
granted and that the noise levels be monitered to be sure that there is not excessive
niose from the machines.

Powell gave his presentation.
There was discussion on the waiver to subdivision regulations. It was determined that
the Staff cannot be influenced by any other decisions made in the past. Based on the
requirements of better fire proptection service and other infrastructure improvements
which should be provided, the Staff was generally not in favor of the waivers.
Holzman made the motion to deny the waivers to subdivision. Seconded by Artman.
The meeting was adjourned at 9:50 a.m.

Pochordo Construction Service
Pochordo Construction Services is a manufacturer of Log Homes who has contracted
to lease the use of approximately 1 acre of land from David Joyce. Mr. Joyce
currently has a sawmill and truss frabrication operation on his 10.5 acres of land
located to the north-east of City Hall property. Copy of Site Plan attached. Mr.
Joyce's property was annexed into the City in January 1985, under controversy with
the county as to whether it was contugious. The City felt it was and that bringing
it into the City zoned C-2 was in keeping with our long term plans of having the area
north of 419 up to Lake Jessup involved with industrial operations. From my research,
C-2 zoning has previously never been questioned by the City.
The added operation will include 1 planer approximately 6' X 10' and two radial
bench saws. The business owner, Mr. Andy Onjukka is in need of electrical service
to his equipment. The equipment is sited in the open and is covered with tarps. No
building or site work is involved. Mr. Onjukka has two homes presently contracted
and is on need of milling the 4" X 6" timbers from which he will construct the homes
at their respective locations. The planer work will take approximately 4 days and the
cutting to size approximately 2 weeks.
We need to oome to a determination on the site of this enterprize co-existing on
David Joyce's property.
