The meeting was called to order at 3:00 PM.
proiect Number 94-SP-2 - McDonalds Restaurant
The subject of this meeting is the proposed McDonalds restaurant at
northeast corner of SR 434 and Tuscawil1a Road. Also present were
representatives of the FDOT, the Seminole County School Board, the
Seminole County Development Review Division and the applicant. See
the attached attendance list for more detail.
Carl began the meeting by saying that the City was using the
McDonalds' site plan review as a catalyst to discuss the traffic
problems that will be present with the opening of the new high
school, McDonalds and the four laning of SR 434. He further
emphasized that the city was not assessing blame, but rather was
trying determine the timing of all the improvements in relationship
to McDonalds and the high school developments. The intent of this
meeting for all the parties involved to hear all the same
information at the same time.
Stan Mann, FDOT, explained the four laning of SR 434 from
Tuscawil1a Road to SR 419 was on schedule for a bid letting in
March 1995. There will be no provisions for left turn lanes at the
SR 434/Tuscawi11a Road intersection until this segment of the
project is completed, i.e. in approximately two years. Until that
time, the intersection will remain in its current configuration.
Diane Kramer pointed out that the main construction entrance to the
school will be off SR 434 near Wagner's curve. The only time
construction traffic will use Tuscawilla Road is when they are
working on the east end of the parcel. DOT has permitted this
access point.

There was considerable discussion about the traffic problems that
will be present in the area for the next two, or three, years. The
McDona1ds representative pointed out that their peak hours of
operation were morning and noon, not the afternoon peak rush hour.
It was also pointed out that the primary construction traffic will
be 6:30 AM to 7:00 AM in the morning and again at 3:30 PM in the
afternoon. Chief Sexton pointed out that no matter when the
construction traffic was there, traffic would back up on SR 434
waiting for the left turn.
The access to McDonalds from SR 434 is a right-turn inl right-turn
out configuration. The access to Tuscawilla Road is a full
driveway. This access point will be modified if and when the
property to the east is developed. McDonalds will also be required
to connect to the sewer system at that time.
The County Development Review has requested the sidewalks be within
the dedicated road right-of-way. McDonalds will be required to
construct a sidewalk to meet county requirements. The applicant
pointed out that this requirement may result in the loss of some
trees along Tuscawi11a Road.

Tim moved that the site plan for Project Number 94-SP-2, McDonalds
restaurant be approved as submitted, subject to making the sidewalk
modifications requested by the county development review division.
The motion was seconded by Mark. The motion passed 6 to 1. Chief
Sexton requested that the record show he voted nay because the
subject project will aggravate an already unsafe, unstable
situation at the SR 434/Tuscawilla Road intersection until the four
laning is completed.
The meeting was adjourned at 4:10 PM.
