REQUEST: Parks and Recreation requests that the City Commission reconsider doing a
July 4, 2010 Celebration of Freedom similar to last year except charging for
parking and or an entry fee.
SYNOPSIS: Parks and Recreation has researched the charging of a parking and /or
admission fee for an evening July 4 event, generating an estimated revenue
of $5,000 $27,000 depending on the fees charged. Also, an additional
$7,500 from media sponsors.
CONSIDERATIONS:
The City Commission at the December 14, 2009 meeting voted to reconsider the
Fourth of July event to be an evening event with fireworks and considering charging
for parking and /or an admission fee.
At the January 11, 2010, City Commission meeting, Commissioner Bonner gave staff
information regarding the Cox Event Group.
Parks and Recreation staff met with JC Campese from Cox Event Group on
Thursday, January 14, 2010 to discuss July 4 and potential revenues. Staff also
discussed the event with Mix 105.1. Both expressed an interest. However, they
indicated they could not conduct the event but could partner with the city as had been
done in the past and contribute from sponsorships. In staff's opinion, Cox Radio
Group could probably secure more than Mix 105.1. The amount to defer city costs is
estimated to be $5,000 $7,500.

The maximum the city could raise in sponsors and vendors is $15,000 $20,000.
Also, the estimated amount Cox Events Group could contribute is $7,500. The
estimated shortfall would then be $21,200. In order to recover this amount, a parking
fee and or an admission fee would need to be charged.
Parks and Recreation staff has researched all city and county July 4 celebrations in
the State of Florida (See Attached). Only one (1) city, Cape Coral, charged and it
was an admission fee of $1.00.

PARKING
1,000 Vehicles Expansion Fields and CWP Soccer at $5 per car 5,000 Revenue
900 Vehicles Winter Springs High School at $5 per car 4,500 Revenue
500 Vehicles Dog Park Area at $5 per car 2,500 Revenue

Parks and Recreation would need to locate and contract with a company to park
vehicles, collect, charge, account, and deposit funds collected. The estimated fee for
a service like this for parking and admission would be $5,000. Their fee would be
based on the number of staff needed and not vehicles and attendance. Also, this
service would need to be closely coordinated with the police department.
Parks and Recreation staff is of the opinion that charging for the July 4th celebration
would not be perceived well by many of the attendees. Also, the news media will
criticize the charging of fee(s).
However if the city desired to continue July 4 in the evening and charge a fee,
charging only 1 fee (Parking or Admission) would be more palatable to the attendees
at this time and could be continued and if necessary expanded in future years.

COMMUNICATION EFFORTS:
No efforts are needed at this time. However, if any fee is to be charged it will need to be put on
e- Citizen, City website, local media, posters, signage at the event, etc. We would do our best to
inform those who are considering attending and those who attend about the fee(s).
RECOMMENDATIONS:
Parks and Recreation recommends that the City Commission reconsider doing a July 4
Celebration of Freedom similar to last year except charging of a parking and /or admission fee or
any action the City Commission deems appropriate.

July 4: Celebration of Freedom, Winter Springs. Gather the family and spend an all- American
day of live music, great food, kids' games, contests, activities and an awesome fireworks display
over Lake Jessup. At Central Winds Park. Free.
July 4: Red, White and Boom, Titusville. Second annual holiday celebration presented by the
City of Titusville in partnership with the Valiant Air Command and Titusville -Cocoa Airport
Authority. Vintage aircraft on display, mini flyovers, vendors, games, bands, great fireworks
show and more. At Space Coast Regional Airport. Free.
July 4: Main Street July Fourth BBQ Cook -off, Daytona Beach. To complement the Boardwalk
fireworks for Independence Day and attract locals and tourists alike, Main Street will host an
eight block -long street party with a summer barbecue theme. In addition to traditional BBQ
food vendors, an amateur BBQ competition will take place with prizes and trophies awarded in
multiple categories. From 6 p.m. until midnight, with fireworks at 9:30 p.m. Free.
July 4: July Fourth Celebration, Cocoa. Independence Day celebration featuring the Brevard
Symphony Orchestra playing along with a beautiful fireworks display. From 5 to 9:30 p.m. At
Riverfront Park in downtown Cocoa Village. Free admission.
July 4: Clearwater Celebrates America, Clearwater. Independence Day celebration featuring
music, food, arts, children's play areas and fireworks. Free Admission.
July 4: July Fourth Celebrations, Kissimmee. One of the most popular annual events in
Osceola County, this holiday celebration attracts more than 45,000 people and features live
entertainment, karaoke, arts and crafts, bingo, a food festival, water -ski show and a spectacular
fireworks display. At Kissimmee Lakefront Park. Free admission.
July 4: Fourth of July Celebration, Sanford. A family oriented holiday extravaganza with live
entertainment, games, family activities and concessions, this event culminates with one of the
largest fireworks shows in Central Florida. Festivities take place along the city's brand new
RiverWalk downtown, overlooking Lake Monroe. Admission is free.
July 4: Fourth of July Celebration, St. Cloud. Celebrate Independence Day along the laid -back
St. Cloud Lakefront with live music, carnival rides, a petting zoo, classic car show, model stock
car racing, an arts and crafts show, food and fireworks display. Admission is free.
July 4: Fireworks at the Fountain, Orlando. Enjoy a fun filled afternoon around beautiful Lake
Eola in downtown Orlando with games, activities, live entertainment and delicious food,
followed by a fabulous 30- minute fireworks display at night. Admission is free.
July 4: Old- Fashioned July Fourth Celebration, Winter Park. Beautiful Central Park downtown
is the site of this lively festival featuring patriotic music, a parade, hot dog- eating contest and
other activities for the whole family. Admission is free.
July 4: Independence Day Celebration, Ormond Beach. Holiday celebration featuring food,
music, games, arts and crafts, inflatables and, of course, fireworks. 6 -9:30 p.m. at City Hall
Plaza Fortunato Park Rockefellar Gardens. Free.
July 4: Old- Fashioned Fourth of July Celebration, Mount Dora. Independence Day
Celebration with a parade, live music and fireworks at dusk. Sponsored by the Rotary Club.
Free.
SOUTH FLORIDA
(Covering the Keys, Miami, Fort Lauderdale, the Treasure Coast and Southwest Florida
including Naples, Fort Myers and Punta Gorda)
July 4: Fourth on Flagler, West Palm Beach. The city celebrates in spectacular style with the
region's largest Independence Day celebration. Features food, concerts, fireworks and more
along the city's waterfront. 5 —10 p.m. Free.
July 4: America's Birthday Bash, Miami. Largest Independence Day celebration in South
Florida. Enjoy live music, food and drink, children's activities and a fireworks display over
Biscayne Bay. Free.
July 4: Fourth of July Celebration, Miami Beach. Whether you're looking for a patriotic
ceremony or a July Fourth party at the beach, this City of Miami Beach celebration is sure to fit
the bill. It begins with a swearing -in ceremony of some of American's newest naturalized
citizens, children born in countries all over the world. Afterwards, festivities continue with a
live concert and a grand finale of fireworks that'll make you wish the Fourth of July would never
end. Free.
July 4: July Fourth Celebration, Delray Beach. Family- friendly celebration featuring the annual
Sand Sculpting Competition, a Patriotic Bicycle and Scooter Parade, plenty of children's
activities, live entertainment on the beach, food, and a fireworks display. Free admission.
July 4: Star Spangled Fourth of July Celebration, Bonita Springs. Bonita Spring's 51 annual
parade moves along Old 41 Road starting at 9 a.m. and ending at Riverside Park. The city
throws its Party in the Park following the parade, with food vendors, live entertainment, a kids'
water slide, face painting, relay races, a pie- baking contest, and a hot dog- eating competition.
Free admission.
July 4: Independence Day Celebration, Sanibel Island. Old- fashioned parade down Periwinkle
Way starts at 9:30 a.m. and paraders treat the crowd to free gifts, candy and cool -down water
spraying. A community picnic with free food and beverages follows at the Sanibel Community
House. Then join islanders for the noontime Road Rally before magnificent fireworks mark the
coming of nightfall at Sanibel Causeway. Free.
July 4: Red, White and Boom Celebration, Cape Coral. The Cape Coral Bridge and Cape Coral
Parkway shut down between the bridge and Del Prado Boulevard beginning at 4 p.m., when
music on two stages sparks a street party that more than 50,000 people attend. Four bands
play, a kid's carnival keeps the little ones happy, and vendors sell food and beer. At dusk, watch
the spangled fireworks over the river from land or boat. $1 Per Person Admission fee.
July 4: Fort Myers Beach Fireworks, Fort Myers Beach. Spectacular fireworks show begins at
dusk, accompanied by music and activity in the Times Square area. Free.
NORTH FLORIDA THE PANHANDLE
(Covering St. Augustine, Jacksonville, Ocala, Tallahassee and the Panhandle)
July 4: Fourth Annual Clamerica Celebration, Cedar Key. Fun on the Nature Coast spotlights
the mollusk with clam bag races, clam hunts, cultured clam cook -off and live music. Also races,
parades, free concerts, and colorful fireworks. At City Park. Free.
July 4: Freedom, Fanfare and Fireworks, Jacksonville. Downtown Jacksonville celebrates the
red, white and blue throughout the week, leading up to an amazing fireworks show over the St.
Johns River. Enjoy concerts, family activities and more throughout the weekend. Free
admission.
July 4: Fourth of July Celebration, Fort Walton Beach. Enjoy food and vendor booths,
children's activities, live entertainment and fireworks. At Fort Walton Beach Landing. Free.
July 4: Fourth of July Fireworks Celebration, Destin. The City of Destin's annual holiday
celebrations begins promptly at 9 p.m. over East Pass at the Destin Harbor. "The Wolf" will
broadcast the soundtrack for this year's fireworks. Free.
July 4: Fourth of July Liberty Celebration, Jacksonville Beach. The Beaches light up with
family friendly activities and a spectacular fireworks show over the ocean in Downtown
Jacksonville Beach. Free Admission.
July 4: Fourth of July Celebration, St. Augustine. You'll have a blast at one of the East Coast's
largest fireworks shows as showy displays burst above the ancient Castillo de San Marcos Fort
and reflect in the waters of Matanzas Bay. Come early to the 9:30 fireworks for the best
vantage points located along the bayfront between the Castillo and the Bridge of Lions. Free.

The event's main focus, however, is for the troops fighting overseas. Swager said there will be plenty of

»Report Abuse and Jazz night. They advertise come ride the trolleys, visit all the bars, drink
and enjoy the music. I won't go to any down town activiites becasue of the
hassle of just going through a check point. I'm not a drinker but having to go
through their checking is upsetting to me.

time where many cities have had to cancel these events I am glad Cape Coral

Everyone who has helped in the past volunteered their time. I guess Cape
Coral's men in blue need the extra for donuts because it certainly won't be
spent on physical fitness or education.
It would serve them right if nobody showed up to pay their $1 ransom and
instead watched it from their backyards!
