SITE PLAN REVIEW BOARD

The Site Plan Review Board Meeting was called to order at 9:30 a.m.
PRESENT:
Department Heads: Sam Smith, John Govoruhk, Chuck Hassler, and Peter Cowell
ABSENT: Doug Taylor and Chuch Holzman
SHOP AND GO
Applicant - Jim Robinson and Rick Quinn
Mr. Cowell stated that this meeting was called to discuss the proposed
alterations and safety related modifications to Shop and Go. Mr. Cowell asked
Mr. Quinn about the fence. Mr. Quinn stated that the fence belongs to SEG
and would be maintained in good repair. Mr. Cowell also discussed the sidewalk
in front of the store with Mr. Quinn stating that it is 8 to 10 feet wide. This
sidewalk will remain.
Mr. Hassler discussed the overhang which he believes to be 8 feet which would
be the same as the sidewalk.
Mr. Smith questioned the parking. Mr. Cowell stated that all the restriping
will be done in white and Mr. Quinn said yes. Mr. Cowell stated that a handi-
capped sign would be needed for one of the stalls. Mr. Quinn stated that
there is a ramp in the front of the store. The handicapped space is required to
be 12 feet x 20 feet, with the rest of the spaces being 10 feet x 20 feet.
It was stated that the one existing palm tree was to remain, and curbs would
be put in.
Location of the vaccuum was discussed and the fact that there would be concrete
in that area with a curb.
Buffering was discussed.
The canopy facia will be a autumn brown with the suggestion of off-white walls.
Mr. Cowell suggested a medium brown would be more appropriate.
Chief Govoruhk was questioned about the lighting by Mr. Cowell. Mr. Quinn stated
that now there is a single double incandescent light fixture on the island and
the canopy will have four 400 watt super metal reflecting light fixtures. They
will be mounted underneath the canopy and with the white decking there will be
alot of reflection. Height of the canopy is 14 feet 6 inches clear, which is
standard. The island will be all gasoline, no diesel.
Stop signs were discussed.
Hedges and trees were discussed. It was stated by Mr. Cowell that it was preferred
to have a 3 1/2 inch caliper, 4 1/2 feet above ground and a minimum of 8 foot in
height. It was stated that a tree should not be in the easement, it would cut
down on the road way.
Chief Govoruhk stated that DOT would have to approve trees for the right-of-way.

The front and easterly side of the store will be of brick facia.
Chief Govoruhk stated that the City would prefer to have the builders maintain
grass and flowers on the lots or put in some plants and grass but they should
also put in some system of watering so that these areas would not dry up and die.
Mr. Quinn stated that they would use only low maintenance plants and flowers
that would not require much water as there is no system for watering at this
time. Mr. Cowell stated that by code, maintenance of all existing plants and new
plants would have to be done to keep them in good condition.
Mr. Cowell questioned the sign. After a discussion between Mr. Jim Robinson,
Mr. Quinn and Mr. Cowell as to the fact that the new sign was over the height and
would have to be located farther back from the roadway, it was decided to leave
the existing sign base and only put a new fact on it. The sign that is on the
building will be changed to look as the free standing sign.
Mr. Cowell moved to approve the Shop and Go. Seconded by Chief Govoruhk. Vote:
all aye, motion carries.
FOREIGN AUTO PARTS
Applicant: Joe Riley
Mr. Smith questioned the requirement of a block wall to run along on the southern
border and the western border to the edge of the building. Any landscaping that
is to be done in the back corner will have to have the elevation raised so that
water will not stand in the corner. Mr. Hassler stated that a minimum 12 inch
difference in elevation would make the property drain in the right direction.
Street lighting was discussed and it was stated that a street light was on the
edge of the property~ There will be flood lights on the building, at the corners
for parking lights. The lights will be on at night.
Mr. Smith questioned the necessity of a tank on the property. Mr. Cowell stated
that if there is a valve on the pump to connect a hose to in case of fire, this
would be sufficient.
Mr. Cowell stated that he liked the color of the building and the landscaping.
There will be white striping for DOT. There will be a handicapped sign. Mr.
Hassler said that the storm drain should be identified and a depth and percolation
rate defined.
Mr. Riley stated that he had not talked to DOT on the curb cut.
Mr. Riley stated that the concrete to the parking will rollout and not drop off
as indicated on the drawing.
This business is the same as the Foreign Car Parts on 17-92.
Chief Govoruhk moved to approve and was seconded by Mr. Cowell. Vote,all aye,
motion carries.
