SITE PLAN REVIEW BOARD
MINUTES
Tuesday, May 14, 1985
The Site Plan Review Board meeting convened at 9:00 a.m.
PRESENT:
Department Heads: Chuck Hassler, Sam Smith, John Govoruhk, Chuck Holzman
and Peter Cowell
ABSENT: Doug Taylor

Applicant: Mr. James Malliek
Mr. Cowell stated that the site is located on the north easterly corner of
lot 13 of the original plat of Entsminger Farms, at the end of Sanford Oviedo
Road. The developer is proposing to put in a pole building to house his
equipment and at this point he requested that the City Engineer to present
his inspection.
Mr. Hassler stated that he has inspected the property.
Mr. Cowell asked about other improvements and Mr. Hassler said at this time
there are very few, 1 office, 1 port-o-let with septic field, the pump and
well for water, pieces of outdoor equipment, and two trailers.
Mr. Smith questioned the stabilization of the property.
Mr. Malliek remarked about the clay road in the area and that there was good
drainage saying the land lays on a down grade and no matter- how much rain, it
drains well. He also relayed information regarding the requests for orders.
Mr. Cowell asked about the fence, ie: 6 foot fence with barbed wire all the
way around the property. The prior building official, before Mr. Smith, had
given the approval for the barbed wire to be placed over the six foot limit.
Mr. Malliek said that the smaller trailer was being removed and he is not
sure about the larger one. He also stated that they use the property for
storage, ie: a carnival has used it for storage of their trailers. Mr.
Cowell explained that this could not continue as the site was not designated
for this purpose. Mr. Cowell questioned the stabilization of the parking
spaces and Mr. Malliek said that they are not. He said there is grass there
to help prevent vehicles from being stuck.
Mr. Smith questioned the fire protection, ie: hydrants and/or an underground
tank and was told no. Chief Holzman explained that it could not be protected
in the event of fire.
Mr. Smith requested that black top to used for stabilization.

Mr. Cowell asked Chief Govoruhk about lighting for security and he stated
that the fence was adequate. Mr. Malliek said there is lighting, but he
felt that as the undergrowth was so thick that more lighting would do no
good.
The gate will be moved to the space where the road ends.
Discussion ensued regarding the amount of rain that the property could take
without becoming a hazard to trucks being stuck and also the best fire
protection that could be provided.
Mr. Smith made a motion to accept the plan with the following modifications:
1. That a new entrance with a gate will be located north of the present
entrance to the ingress and egress easement that has been provided for along
the Florida Power easement, and 2. a stabilized and black topped surface
will be developed from Old Sanford Oviedo Road to the entrance of the site.
Seconded by Mr. Hassler, Vote: all aye.
Motion carries.
