HomeMy WebLinkAbout1985 05 07 Site Plan Review Board Meeting Minutes SITE PLAN REVIEW BOARD MINUTES Tuesday, May 7, 1985 The Site Plan Review Board convened at 9:00 a.m. PRESENT: Department Heads: John Govoruhk, Chuck Hassler, Peter Cowell and Tim Lallathin for Chief Holzman ABSENT: Sam Smith and Doug Taylor SAINT STEPHENS CATHOLIC CHURCH Site Plan Review Board convened to review a temporary facility on the site where St. Stephens Catholic Church will soon be erected. The City Planner noted that the temporary facility/mobile structure had been given permission by the Mayor to be utilized in this capacity for one year until such time as the permanent structure was built. Further, the City Planner had received a letter from Jay Alpert as the Archectural Review Board for Winter Springs Development Corporation stating there was approval of the project from their respect. The City Engineer was concerned about the use of the facility, the Planner assured him the structure would be utilized as an office and small sanctuary with Wednesday and Sunday services being held in a local school. The Fire Department requested on site extinguishers as a hydrant is to far away. The City Engineer was also concerned over the one inch (1") line, however, concluded that this was adequate. The parking is to include eighteen 10 ft x 20 ft spaces and one handicapped space with a wooden ramp to the entrance. An internal parking lot light will be required at the end of Lot 10 should the flood lights (to be placed on the facility) not be adequate. With these concerns resolved, the City Engineer made a motion for approval, seconded by Chief Govoruhk. Vote: all aye. Motion carries. WINTER SPRINGS INDUSTRIAL PARK Mr. Roger Owens came before the Site Plan Review Board to review two projects in the Winter Springs Industrial Park on Lots 4 and 6 respectively. The City Planner opened the discussion with respect to the buffering and the lack of curbing. The developer has agreed to use land scape ties on both projects to keep vehicular traffic from the green belt areas. Wheel stops will be utilized on all but the parallel parking spaces to protect any encroachment to either the building or green belts. There is a fifteen foot (15') drainage easement running along the rear of all these properties. Should flumes be found necessary during the construction, additional engineering will be provided at that time. The developer has proposed to place flood lights between the garage bays and in the back of the building. The Police Chief added this would be better for security. Upon questioning the developer, he agreed to the planners recommendations to enclose the dumpsters and leave as many existing trees on site as possible. The developer also agreed to add an additional tree to lot 6 in the middle of the parking side yard easement. The City Engineer stated the drainage was adequate. The Fire Department questioned the types of chemicals utilized and requested smoke detectors/alarms be added to the buildings. There would be access for fire and emergency. The Police Chief requested the stop sign on Lot 4 be relocated nearer the access easement for better viewing. The police would assist in the location of this during the completion of construction. The Planner also questioned the DCCR, signage, and tap fees as to their being in place. The developer assured the Staff they were.
