SITE PLAN REVIEW BOARD
MINUTES
Thursday, April 4, 1985
The Site Plan Review Board convened at 9:00 a.m.
PRESENT:
Department Heads: Sam Smith, Doug Taylor, John Govoruhk, Charles Holzman
Chuck Hassler and Peter Cowell
Applicant: Marta Garam
GARAM OFFICE COMPLEX
Mrs. Marta Garam has requested a Site Plan Review. The proposal is for a
small office, residentially styled, complex on SR 434 at South Fairfax
Avenue.
Chief Govoruhk questioned the width of the entrance curb on SR 434. The
developer will redraw the entrance at 14 feet with the appropriate 25
foot radius for ingress only. The egress will be on Fairfax. Wheel stops
were also discussed and will be located 2 feet inside the 10 x 20 foot
parking spaces that will be striped in white per DOT standards.
Between the present market site and the proposed new building there will
be a curb and a 4 foot hedge to stop utilization of the existing curb cut
from the new building to SR 434.
DOT must approve the drainage for storm water retention. The City Engineer
will require a perk test be done for the exfiltration storm drainage system.
Landscaping is excellent, however, a detail of the site where the palm and
the sidewalk meet must be enlarged and a 5 foot sidewalk must be preserved.
Concerns of the Building Official, not previously discussed, are the lights
providing illumination for the parking lot. This is to be discussed with
Florida Power. A second concern is the wall separating residential and
commercial areas. To compensate the wall will run parallel with the building
across the back and then extend across the lot up to the back wall of the
building. The dumpster will also be enclosed with a wooden fence and a gate
on the west side.
Winter Springs Water & Sewer is waiting to put this on line with a 1,000
GPD agreement tenatively consumated. The utility needs to determine where
the lines for water and sewer run from the adjacent property to the manhole
on Fairfax Avenue. The appropriate linkage system and development tests will
be done shortly.

The City Planner asked that the handicapped ramp be redesigned allowing for
a wider space and a lesser slope to the ramp, and also that DCCR's are to
be developed to ensure maintenance of the landscape, signage and parking.
The center identification sign will be brought back as a separate item for
a Site Plan Review Board to discuss at a later date and time.
Motion to approve the Garam office complex was made by Mr. Cowell and seconded
by Mr. Hassler. Vote: all aye
