SUBJECT: Staff Review - Final Engineering/Plat, Highlands GLen, (Highlands PUD)

Note: Above were not notified of meeting. City Manager
had Clerk call.
B. Interested Parties:
1. Mr. Day (Big Cypress Golf Course)
2. Mr. Grammer (Big Cypress Golf Course)
3. Mr. Conger (Homeowners Association)
4. Mr. Nystrom (Homeowners Association)
3 . Review
A. The City Manager noted that all information/recommendations/approvals
were not on hand and consequently another staff review would be held
9:00 A.M. on May 3, 1984. Letters have been forwarded to the City
Attorney and Post Office. The manager directed the City Engineer
to review the request per applicable sections of the Code, work out
problems with the developer's engineer, and prepare a letter prior
to the next meeting. The request was then developed as follows:
1. Fire Chief
A. Provided letter dated April 24, 1985 subject site/staff
review checklist.
B. Requires the water system be looped.
C. Streets are acceptable for operation of fire equipment.

2. Police Chief Crry
A. Concern with sidewalk. Take out asphalt and put in concrete.
B. Should have street name (Highland Glen Way).
C. Will mark locations of all required signing on the engineering.
3. Building Official
No counnent.
4. City Engineer
The engineer will complete his review per Section 14 of the Code,
work out problem areas with the applicant and provide a written
report/approval before the May 3rd meeting.
5. City Attorney
Not present, however, planner will insure all required reviews
approvals are received prior to the next meeting May 3, 1984.
6. City Manager
A. The City Manager allowed input from interested individuals as
follows:
1. Mr. Day: Mr. Day is concerned about the 10' setbacks. He
feels demucking that close to the trees will deprive them
of water and eventually dry up the muck which would kill
the trees and thus alter the character of the golf course.
2. Mr. Leavitt: Mr. Leavitt stated the final engineering is in
accordance with the Code of Ordinances and the approved
preliminary development plan.
3. Mr. Conger: 'Mr. Conger contended that the architectural
review board had the authority to disapprove development
requests, that 25' setbacks are utilized throughout the
Highlands PUD, and that the code states development cannot
have a detrimental effect upon adjacent property.
B. The City Manager indicated that the development would be
reviewed in accordance with the applicable portions of the
Code and appropriate recounnendations will be made to the
City Counnission. The n t meetin will be 9:00 AM, May 3,
