SITE PLAN FOR BALDWIN SHOPPING CENTER
The Board convenend to consider the site plan for a shopping center on the north
side of SR 434 between Fairfax and Devon Avenues.
John Baldwin described his proposed development: a 12,000 sq. ft. strip center with
retail stores and offices, with quality architecture and construction. He showed
photographs of comparable centers in the area.
The City Engineer's memo of April 4, 1983, reflected disapproval of the site plan
because he could not approve driveways on the side streets as close to SR 434 as
shown. Mr. Baldwin showed photographs of driveways similarly located. The Engineer
indicated the volume of traffic into this type of development caused his concern that
driveways so close to SR 434 would lead to stacking of inbound traffic, causing a
hazard as the line of cars backed up to and onto the highway. The applicant suggested
that the availability of the additional two driveways, further north, would offset
this problem. The Planner advised that according to the International Traffic
Engineers' Manual, a 12,000 sq. ft. shopping center would generate 1400 vehicle trip
ends per day.
To focus on the City's position, the Planner referred to the specifics in the Site
Plan Ordinance, stating the various aspects of a plan the Board is required to
consider. She noted that the Staff has indicated satisfaction with the plan in all
aspects except the ingress-egress design and the landscaping.
The City Engineer explained his position further, then suggested that the Board be
polled to determine a consensus on the issue. The Engineer, Police representative
and Planner favored moving the driveways further back from the highway. The Fire
Chief had no opposition to the plan as proposed. The Building Official suggested
an alternative-to make the rear driveways one-way to save 14 feet and move the
front driveways back this distance.

The Board and the applicants discussed this and other possible revisions to
relocate the main entrances further north on the property.
The solution most acceptable to all was the movement of the building to the rear
14 feet with a one-way drive behind it. The main entrances could then be re-
located that distance further north. The 14 feet added forward of the main
entrances would go into landscaping, thus helping to satisfy as well the Board's
other concern that insufficient green area was shown (20% consisting mostly of
retention ponds, as opposed to 33% with the nearby developments).
The applicant offered this as a compromise. The Planner suggested another poll
of the Board to ascertain whether, if the applicant's architect revised the
drawing to incorporate this change, the Board could approve the plan. The result
of the poll was that it could if the 14 feet were added to the front by revising
the rear design, plus additonal setback was acquired in front by either reducing
the depth of the building or by redesigning the front parking to create curved
driveways.
The applicant advised he would revise the site plan so that the entrance drive-
ways would be at least 69 feet north of the property line on SR 434, so there
would be 14 feet-deep additional landscaping in the front area, and so the rear
driveway would be one-way, with parking mainly for employees who would be aware
of the traffic flow.
The applicant was requested also to show the landscaping along the front and rear
of the building, the exterior lighting, and the screening of the dumpsters. He
indicated there may be a revision of the rear buffer and was asked to show
alternatives on the plan.
The Board will reconvene to further consider the site plan for this shopping center
after the revised drawing is submitted. Date to be set later.
