February 14, 1983

PRESENT: Jacqueline Koch, City Planner; Charles Holzman, Fire Chief: Sam Smith?
Building Official: Jack Cooper, City Engineer: John Goyoruhk, Police Chief.
AMENDMENT TO SITE PLAN FOR BARNETT BANK TEMPORARY FACILITY ON S.R. 434 AT MOSS ROAD.

Ms. Koch stated that currently the bank has one lane for their drive-in window
customers. This creates a traffic problem when overflow from this spills out onto
434. There is a proposed interim solution until and if the permanent facility is
buil t .
Mathew Job, with Barnett Bank stated that the new traffic pattern would basically be
a circular pattern with the entrance off of Moss Road. The exit for all traffic
would be to the north of the property onto Moss Road. Discussion on the ingress and
egress routes on the present plans. Mr. Job stated the bank would have problems
with entrance only from Moss Road and exit only onto SR 434. His reasining was that
traffic would become blocked trying to exit onto 434 by the drive-in window traffic.
Discussion in which Mr. Cooper stated that what Mr. Job is describing is not what is
shown on the plans for egress and ingress traffic routes. However, personally he has
a problem with the 434 curb cut still being used as an exit and entrance. Mr. Cooper
has drafted a memo to the City stating he has no problem with the engineering as it is
now on the plans. Discussion on the curb cut onto 434 being sealed off. Mr. Cooper
stated that the City would prefer the curb cut to be sealed at the current entrance,
but since this is DOT property this would have to be done through them. Discussion
on the type of traffic barrier or buffer what could be installed here on the bank
property.
Mr. Job stated that the bank would put up signs (approximately 36 x 12) showing entrance
and exit routes, as shown on the drawing presented at this meeting. Discussion.
Mr. Cooper moved that the site plan as amended in red be accepted as approved by the
City, and that a condition be imposed that the agreement as noted in the Council minutes
be prepared; the approval of the opening of the new entrance is conditioned upon that
agreement being effected. Second by Holzman. Discussion. Vote. All aye, motion car-
ried.
Meeting was adjourned by the City Planner.
