Site Plan Review Board Minutes
Tuesday, December 21, 1982
11:00 P.M.
PRESENT: Jacqueline Koch; City Planner ,Ron Emery; Superintendent of Public Works, John
Govoruhk; Police Chief, Jack Cooper; City Engineer, Charles Holzman; Fire Chief.
AMENDMENT TO SITE PLAN FOR SPENCO CANVAS MANUFACTURING COMPANY ON OLD SANFORD-OVIEDO ROAD.
The City Planner stated the City Commission at their last meeting gave approval to use
the temporary buildings on the property for a period of 4 years, contingent upon the City
Engineer's recommendations. In addition, the Commission placed a condition that a buf-
fer be placed between the buildings and the road. An alternative proposal was presented,
afterward, moving the buildings closer to the existing paved parking area (within 5 feet).
Ms. Koch asked T.D. Owens of Spenco to explain why Spenco would want to move the
buildings. Mr. Owens stated that by moving the buildings closer to the parking area,
the Engineer had agreed to eliminate the requirement of paving through this area. Mr.
Owens stated that Spenco does not own the buildings, that their customer did. Discussion.
The City Engineer stated that Sam Smith, Building Official, objects to the movement
based on the fact that he predicts that motorized vehicles loading and unloading will be
accomplished if not immediately then in the future, and therefore he suggest that some
accommodation for that fact be provided. Mr. Cooper went on to state that his own com-
ments are based on the owners assuring the City that there will be no motorized vehicular
traffic accommodating the product in or out of the sheds. Mr. Cooper voiced approval on
same if there is no further stabilization or earth work needed other than to prepare
reasonable foundation for the storage sheds, which would require a building permit, and
that he personally would recommend approval of the site plan as revised. Discussion on
the parking area. Jack Cooper clarified Ms. Koch's comment as to extending the parking
lot to the north at this time, would appear to be in the best interest of Spenco.
Discussion. Discussion on Chief Holzman's comment on the 5 feet distance between the
pavement (parking area) and the buildings.
The City Planner recommended that the request be approved contingent upon two conditions:
(I) the building be 10 feet from the existing pavement, and that no employee parking will
be displaced as such to allow access to the buildings. If this occurs, an additional
parking space will be paved, north of the existing parking. Second by Cooper. Discussion.
Mr. Owens stated he saw no problems with these conditions. Vote. All aye, motion carried.
Meeting was adjourned by the City Planner.
