Site Plan Review Board Minutes
September 14, 1982

ROLL CALL:

Govoruhk; Police Chief, Jack Cooper; City Engineer, Chuck Holzman; Fire Chief,
Jacqueline Koch; City Plarmer.
SI'IE PLAN FOR BW'ORD OFFICE lIT SR 434. Jacqueline Koch stated the Binford Office
site is located at 425 SR 434 and the plan is for a conversion of a former residence
to a commercial use. The improvements to the site involve less than 50% impervious
area, therefore formal engineering plans were not required. The plans were reviewed
by the City Engineer and found acceptable with the stipulations in his memo of
September 10, 1982. Discussion on access for safety personnel and buffer between
residential property to the north.
The City Engineer, Jack Cooper made a motion that the Binford Office proj ect be
approved subject to the retention pond called for on the data sheet being installed
totally on...site, sodded, and inspected for final approval, and with a strong recom-
mendation that the installation be made in such a marmer to retain as much as possible
of the storm water run-off on-site. Amended by Ms. Koch that the applicant return a
plan showing both striping of the parking area and fire lane, and the existing buffer
on the north side. The City Engineer added that the revised plan be substituted on the
approval. Seconded by Koch. Vote. All aye. Motion carried.
AMENDMENT TO SITE PLAN FOR IDGUE GARBAGE TRUCK wr ON OLD SANFORD-OVIEDO ROAD. The City
Plarmer stated this request basically altered the location and shape as well of the
retention ponds that had been approved on the original. A revised site plan was sub-
mitted, which the City Engineer has approved. The City Engineer, stated that the changes
are the relocation of the retention pond behind the building, with a depressed driveway.
The City does have commitment from them to mulch the truckwash area within 30 days.
Discussion.
Jacqueline Koch stated her reasoning in wanting to treat this as a further motion
rather than a minor revision is that the original approval requir8d that the appropriate
agency of the State shall approve washing of the garbage trucks on-site without any
special treatment. Ms. Koch suggested that we be more specific on what the City wants
on this. Jack Cooper moved that the amended site plan as shown for the Logue site be
approved subject- to the owner being notified that he will furnish the City written
reports from the Seminole County Board of Health which indicate that the area is main-
tained in the condition that it is not a health hazard by virtue of the fact that the
washing of the garbage trucks is not polluting or causing to become obnoxious the
ground water site where he is washing the garbage trucks. Also that copies of the
Seminole County Health Department test results be maintained by the City in the Ipgue
file, and that the testing be in 3 month intervals beginning today. Discussion.
Motion amended by Sam Smith so inspections are made monthly on a trail basis for one
year. Seconded by Koch. Vote. All aye. Motion carried.
