PRESENT: Jack Cooper; City Engineer, Ron Emery; Superintendent of Public Works, Jacqueline Koch; City Plarmer, Robert Dallas; Fire Deparment, John Govoruhk; Police Chief, Sam F . Smith; Building Official. PRELTIVITNARY REVIEW OF SITE PLAN FOR HUNT AND ASSOCIATES ON NORI'H SIDE OF STATE ROAD 434 NEAR WADE STREET. The City Plarmer stated this meeting is in regards to the con- version of the property at 519 State Road 434 from residential R-l to corrnnercial C-l last year. This is the cursory site plan review of the existing building and the driveway area installed prior to rezoning. The Board's concern here is that C-l specifies that off-street parking will be provided in concurrence with Article 12 of the Zoning Code. Among the conditions in that section is when there is a change in the intensity of use of existing property by a number of criteria, including the number of employees, it is required that we look into the parking, dri veway, ingress and egress. In this case there was an increase in number of employees when the property was rezoned to corrnnercial. Discussion on the parking requirements according to the code. The City Planner stated that parking spaces shall not be in the front setback, according to the code. In C-l the front setback is 15 feet, thus no parking shall be allowed in this area of the lot. Ms. Koch further elaborated that this Board can require the front setback be either striped or signed to designate no parking. Ms. Koch described the two factors concerned here: (1) safe access for employees and public, safe ingress and egress routes and the ability to safely drive around on this property; (2) whether or not the parking areas designated need to be stabilized. Discussion. Mr. Hunt stated they are making arrangements for parking across the street. Jacqueline Koch explained that on conversions under the current policy the owner is not required to pave (asphalt/gravel, well drained), but this is left to the property owner's discretion. The City Plarmer inquired as to the buffering between the property that has not been rezoned. Mr. Hunt stated his intent was to plant confederate jasmine as a hedge. Dis- cussion then followed on the particulars of this type of hedge. Ms. Koch inquired if there would be any exterior lighting that might armoy the residential property owners? Mr. Hunt replied no, they have standard outdoor lights. Jack Cooper rm.de a motion to approve the site subject to the applicant returning a site plan which delineates the parking areas and delineates access to the building to be noted in some marmer as no parking, fire entrance; the site plan to have so noted the type of site screening which is to be provided. However, Mr. Cooper recommended to JVlr. Hunt that the code requirement for the parking, particularly for the setback, be noted prior to the preparation of the drawing. Jacqueline Koch added one condition that the Board authorize the City Engineer to verify that the drawing when submitted is in compliance, in lieu of' another Board meeting. Confirmation was granted by the Board to the City Engineer for this. Original motion was seconded by illllas. Vote. All aye. Motion carried. Meeting adj ourned.
