Smith, Building Official; Ron Emery, Superintendent of Public Works; John Govoruhk, Police ChieL AMENDED SITE PLAN OF DI'ITMER ARCHITECTURAL ALUJ\IDJUM ON SHEPARD ROAD. Jacqueline Koch stated there were basically two areas that needed to be addressed; the drainage of storm-water into State Department of Transportation right-of-way and existing storm-water flowing to the abutting property to the east. Jack Cooper elaborated on this by stating that the majority of the storm-water is flow- ing into the drainage ditch on 17-92. The ditch on 17-92 appears to be adequate for this storm-water, however, JVlr. Dittmer has never acquired a permit from the Department of Transportation for this use. Mr. Cooper wanted to point out that this would be a condition to the approval of this site plan, for JVlr. Dittmer to acquire an executed permit from WI' for drainage into the 17-92 ditch. The eastern flowing water will have the tendency to flow to the abutting property to the east which is low land and has no containment, and has a house on it. JVlr. Cooper further stated that the retention pond JVlr. Dittmer installed for the abut- ting parking lot to the east is far inadequate to resolve heavy rainfall and also there is no containment for the pop-off from it. This problem is not addressed on the current site plan. Discussion. Sam Smith, Building Official brought up the fact that some cars are parking across Shepard Road rather than at the authorized parking area at Dittmer Architectural Aluminum. Jim Lewis of Landmark Builders was present and replied that there is a gate to the parking area and there are times it is closed; in addition there are semi-trucks obstructing this area. The City Plarmer stated this is a violation, of obstructing access to approved parking area. Also the gate to the parking area must be open during normal business hours. This violation needs to be noted to the owner. The City Planner also stated that there will be an additional condition placed on the approval of the site plan, that being the driveway area be used just for taxiing to and from the parking lot, rather than for deliveries by large trucks. The enforcement of this was discussed. Jack Cooper stated to JVlr. Lewis that the problems needing to be addressed ~]B" the drainage problem that existed prior to the first building being built and then was compounded by the marmer in which it was installed; secondly, the approved parking lot that is not being used, consequently posing parking problems; third, the City being placed in a position subject to criticism from the Department of Transportation in view of the fact that we have given a C.O. on a development that is diverting runoff into WI"s jurisdiction, plus waste water of some nature. Jacqueline Koch moved that this review be continued when the applicant can provide an accurate site plan showing the existing drainage (an as-built plan). Jack Cooper noted that there is not enough information on this site plan for the &lard to evaluate. The offsite parking lot is disapproved, stabilization needs to be done to the current area that is authorized as a parking lot, rear deliveries are limited to smaller vehicles; quality of water exuding needs to be determined and permit from DOT to receive it acquired.
