PRESENT: Charles Holzman, Fire Chief; John Govoruhk, :l?olice Chief; Jack Cooper, City Engineer; Sam F. Smith, Building Official; Jacqueline Koch, City Planner. SI'IE PLAN OF LUCKENBACH REALTY AT 423 SR 434. IVTr. Baron Luckenbach of Luckenbach Realty was present. Jack Cooper, City Engineer stated that Mr. Luckenbach had installed a concrete slab which increases water run-off. A retention area needs to be established for the new water. Mr. Cooper also stated that the back yard area needs to be shaped and graded for the run-off into the retention pond. The City Plarmer, Jacqueline Koch as}\:ed Nr. Luckenbach if the current landscaping was solid along adj acent residential property to the west. JVlr. Luckenbach responded that the majority of the current landscaping appeared adequate. Discussion then purused as to the various landscaping shrubbery that could be used. The City Engineer rrade a motion to approve the continued function of the business with the conditions that: 1) 90 days from today's date all physical improvements shown on the site plan of July 3, 1982, by J. F. Hernandez be completed, according to provisions contained in the City Engineer's memo dated July 7, 1982. 2) What- ever planting concept is required here-in-after by the City Planner (shrubbery full length on western side of property adj acent to residential property) be added. In addition, a letter will be sent to Mr. Luckenbach with these stipulations which he will acknowledge and return a signed copy to the City. Motion was seconded by Sam Smith. Vote. All aye. Motion carried. FURI'HER CONSIDERATION OF SI'IE PLAN OF SPENCO. J.V1ARmE CPNVAS COJVIP ANY ON OLD SANFORD-Ovmro ROAD. Mr. T. D. Owens was present from Spenco. The City Plarmer stated that the original site plan was approved in September 1981. Spenco was allotted a time limit to stablize the parking area in question. In the meantime, a problem with drainage runoff from the unmaintained County right-of -way has in- creased. Mr. Owens explained the on-site stablization measures taken thus far: sodding, grading, underground drainage pipes. The City Engineer stated that stablization means to do whatever work necessary as per the plan, with clay, limerock, cement, or concrete, something of a permanent nature. The City Engineer suggested that additional work be done, plus re-excavation and possible enlarge- ment of the rear retention pond. Discussion. Jack Cooper, City Engineer rrade a notion to continue the site plan review in one week at which time Mr. Owens would give the Board a reasonable time period for the site completion. Seconded by Jacqueline Koch, with the addition to check with the County on road improvements in the area. Vote. All aye. Motion carried.
