HomeMy WebLinkAbout1982 04 26 Site Plan Review Board Meeting Minutes TELEPHONE (305) 327-1800 WINTER SPRINGS, FLORIDA ZIP CODE 32708 SITE PLAN REVIEW BOARD APRIL 26, 1982 PRESENT: Jack Cooper, City Engineer; Ron Emery, Public Works Supt.; Bob Raeder, Building Inspector; Tim Lallathin, Fire Dept.; John Govoruhk, Police Chief, and Jacqueline Koch, City Planner. REQUEST OF JON HALL AND JIM HUCKEBA FOR APPROVAL OF AMENDED LOT DEVELOPMENT PLAN FOR GARDEN CLUB APARTMENTS ON SOUTH MOSS ROAD. Mr. Jim Huckeba was present. The City Engineer stated there is a swale to the rear of the lots. The storm drainage flows into the swale and pops over to Moss Road - designed to be a con- tinuing element of the development. When the property is subdivided this will suffice as long as the swale is left intact and access is available to the City as well as the homeowners. There was discussion as to the placement of the lots on the site so as to allow common access to the rear. The Engineer suggested the applicant apply their model to the maximum sized quadruplex. The City Planner stated it would be necessary for them to revise the drawing showing the revised lot layout and the common areas and that the deed restrictions should be changed to include the additional common areas. It was suggested that the development be approved in concept on a fee-simple basis and each lot reviewed as it is replatted. Ms. Koch informed the applicant that an amended page to the restrictions might be necessary every time a lot is replatted. The City Engineer moved that the City Planner be authorized to review the resubmittals and approve same if she finds them in order. Seconded by Emery. The motion was unanimously approved. Mr. Cooper stated it would be the responsibility of the association to maintain the grass and picking up of debris within the rear swale drainage areas. REQUEST OF SEVENTH DAY ADVENTIST CHURCH FOR REAPPROVAL OF SITE PLAN FOR EXPANSION OF CHURCH ON SOUTH MOSS ROAD. The City Engineer recommended stipulation of the parking as designated on pages 2 and 3, with one-way traffic. Mr. Lallathin stated the fire hydrants are sufficient. Ms. Koch stated we need to insure the open spaces near the classroom buildings are indeed open spaces or that one parking space in front of the door should be marked; "No Parking." She also noted that any further expansion of the stormwater design would Site Plan April 26, 1982 Page Two. require review. The Police Chief recommended a stop bar be included and a stop sign be added. The parking areas nearest Moss Road shall not encroach on the 15-feet front setback. The site plan is reapproved subject to the preceding. CONTINUATION OF REQUEST OF STEVE LOGUE FOR APPROVAL OF SITE PLAN FOR GARBAGE TRUCK LOT, WORM FARM AND CYPRESS MULCHING OPERATION AT WEST END OF OLD SANFORD-OVIEDO ROAD NORTH OF RAILROAD TRACKS. Mr. Peter Hart and Mr. Bob White, Consultants of Hunt and Associates were present. The City Planner stated the City Engineer recommended approval with the following stipulations: 1. That within one year a septic tank be installed on the property so that indoor facilities would be available and 2. That the appropriate agency of the State shall approve washing of the garbage trucks on-site without any special treatment. The consultants stated they were expecting a letter from the Seminole County Board of Health accepting this responsibility. The City Planner asked if the County would be inspecting the site or just waiting for a complaint. The consultants stated the County would just wait, being aware of the procedure on the site. The City Engineer stated he could see no problem with two trucks, however he would have concern over 200 trucks being washed on a regular basis. There was no objection to a 30-day temporary service permit to allow installations to be made. The consultants submitted a cross section of the mulching operation to the City Planner. The City Planner questioned whether the road right-of-way had been legally abandoned, however the City Engineer noted the representation on the plan denoting that it has been abandoned. The Board recommended approval subject to the Engineer's requirements of April 23rd for a period of one year, limited to a four-truck operation and that the parking and washing of trucks will be limited to the area shown on the plan. Any alterations the applicant wishes to make prior to the end of the one-year period shall be submitted to the City.
