SITE PLAN REVIEW BOARD
MONDAY, APRIL 5, 1982
9:00 A.M.
Present: Jack Cooper, City Engineer; Jacqueline Koch, City Planner;
Ron Emery, Supt. of Public Works; John Govoruhk, Police
Chief and Charles Holzman, Fire Chief
Logue Cypress Mulch Operation, Worm Farm, and Garbage Truck Lot at west
end of Old Sanford-Oviedo Road north of the ACL Railroad.
The applicants received special exceptions from the Board of Adjustment on
April 1 for these three businesses.
Their site plan was reviewed by the City Engineer and found acceptable with
the conditions in his April 2 memo of approval.
The applicant did not appear at this meeting, so the Board continued its review
until the applicant could be contacted.
TUESDAY, APRIL 6, 1982
2:00 P. M.
The above Board members reconvened. The applicant, Steve Logue,was present.
The Board asked the applicant to elaborate on the site operation. The
applicant added to the plan further detail on the mulching operation, the
location and composition of the worm beds, and the location of the garbage truck
lot.
The Planner advised that the plan appeared to show construction over the Old-
Sanford-Oviedo Road right-of-way. The plan shows this as abandoned but this
was not certified. The applicant was advised the person who prepared the
plan would have to certify this abandonment and the plan itself would have to
be signed and sealed.
There was discussion of whether the businesses could be operated without a
septic tank and indoor sanitary facilities. The applicant was advised to
confer with the Building Inspector regarding such requirements for these types
of businesses.
The Engineer reminded the applicant the parking areas and driveway would have
to be stabilized under the mulch or repeatedly mulched to maintain them in a
satisfactory condition.

The Planner reiterated that the fence has not been permitted and the permit
would need to be acquired before the site could receive final approval.
There was discussion on exterior electric safety requirements and on lighting.
The applicant is to return with a more adequately and completely drawn site
plan, with the proper seal and certification.
McDuffie commercial duplex revision.
Subsequent to the original approval of this site plan on September 21, 1981, the
applicant, Douglas McDuffie, acquired ten feet of additional property adjacent
to the original west property line. He altered the parking layout to comprise
six 90-degree spaces parallel to the building, with a 20 foot lane between
rows of three spaces each. The Engineer approved this redesign and slightly
substandard back-up area but passable. He stipulated that the new 10-foot
wide unpaved area west of the building shall be graded as a retention area if
it proves necessary in connection with the enlarged paved parking area to the
north.
The applicant constructed a shed at the rear of the building over a drainage
swale and closer to the building than allowed by Code. The applicant agreed
to reroute the swale to clear the south end of the shed and to acquire a
release from the utility company on whose meter the shed encroaches.
The Board approves these site modifications subject to (1) the development of
additional retention on the west side of the building, if it proves necessary
in the Engineer's judgment, (2) the approval of the Building Inspector and Fire
Marshal as to the proximity of the shed and the main building, and (3) the re-
location of the rear drainage swale to the south of the shed.
