Minutes of Site Plan Review Board
September 21, 1981
Meeting of the Site Plan Review Board was called to order at 9:10 a.m.
Present were: Charles Holzman, John Govoruhk, Ray Bradshaw, Ron Emery,
and Jacqueline Koch.
Mr. Ed Godfrey from Fourdee was present to speak on the Site Plan of
Phase 1 Test Facility north of S.R. 419, east of Charles St. Mr. Godfrey
stated the parcel is about 35 acres. In the northern corner they have
dug a pond which is filled naturally - there has been no pumping. The
pond is to be used to conduct underwater acoustic testing. Experiments
will be conducted on the equipment and there will be nothing in the
water on a permanent basis. Fourdee has an ongoing contract with the
Navy. No chemicals will be placed in the water and the facility is
quiet. The pond is approximately 150' in diameter and 25-26' deep.
There will be a barge floating out in the middle of the pond with a
floating causeway with a concrete ramp on the end. Regarding the City
Engineer's questions pertaining to the pond, a letter was submitted
certifying that Orange Paving Construction Co. constructed the pond
according to the recommendations of Ardaman and Associates. The pond
will be fenced. Mr. Godfrey stated he had put in an overflow pipe
running due north. Mr. Godfrey stated the natural flow would be toward
Gee Creek. The City Planner questioned whether they had checked with
D.E.R. regarding any permits required and advised them to do so. Mr.
Godfrey could not remember whether they had contacted D.E.R. prior to
digging. The site will be manned during normal working hours from 8-5.
The City Planner stated she felt a sign should be required to let the
public know about the private road. This will be a 10' wide stabilized
dirt road. The property will be lit at night and an intrusion detection
system will be installed. There will be nothing of value nor confidential
left overnight. The Building Official stated Fourdee would only need
a minimum electrical permit. The Planner stated the City is required to
obtain copies of all required permits (from D.E.R., etc.). The City
Planner stated the stipulations are as follows: 1.) that a sign
specifying the private road be placed at the entrace, 2.) that the
pond be maintained in accordance with the Ardaman recommendations and
3.) that the Engineer's memo is superseded by the Standard Provisos.

Mr. Douglas McDuffie, Owner, and Mr. Don Pflueger, Engineer were present
to speak on the Site Plan of McDuffie Dry Cleaners and Office on S.R.
434 about 800 feet east of U.S. 17-92.
Mr. McDuffie plans to have a building with a divider with the dry cleaners
on one side and rental offices on the other side. There will be approxi-
mately 2-3 people on each side and the dry cleaners will be utilized as
a pick-up station only in the beginning. They have applied to D.O.T.
for their driveway cut permit. The radius size was discussed. Mr.
Pflueger maintained that the standard acceptable radius is 35' in a sub-
division. There will be a deep well and a septic tank. The City Planner
reminded Mr. McDuffie the City would need copies of all permits received
from the County or any other department. The Planner questioned the
type of buffer to be used to prevent customers from backing onto the
private road. Mr. Pflueger stated they preferred a hedge. The Building
Official stated due to the possible future use of the road he did not
want to see any type of permanent barrier required. The City Planner
advised the road is private and outside the City, so we must prohibit
access from this site onto it. The Police Chief stated he preferred a
fence over the hedge. There was discussion on using a asphalt bump.
It was the consensus of the Board to require hedging along the east as
well as an 8" high (asphalt) curbing and that the security lighting be
shielded so as not to be a nuisance to the nearby residents. It is
understood that the retention ponds will be fenced.
Mr. Ron Galli and Mr. Phil Thompson, Builders for Mr. Owens, Owner of
Spenco, were present to speak for the Site Plan for Spenco Marine Canvas
and Equipment Manufacturing Business on Old Sanford-Oviedo Road. Mr.
Owens purchased this heavily wooded lot and they plan to clear the lot
and build a new building for the manurfacturing of boat tops. There will
be a paved area out front and gravel parking along the side. The City
Planner stated the drainage calculations are being reviewed by Bill
Holmes of Clark-Dietz. The City Planner stated the owner has requested
that he not be required to put in the nine parking spaces until Spring
due to the additional costs he is encountering at this time. The
Planner stipulated the entrance not be blocked by vehicles so as to allow
emergency access. Plans will be resubmitted showing the changed
finished floor elevation and approval of that change and the drainage
calculations will be obtained from Mr. Holmes. It was the consensus
of the Board to allow Spenco approval to go ahead with the site clearing
and bringing in fill dirt.
The Board agreed upon these stipulations: 1.) that the finished floor
elevation and retention pond area be approved by the Engineer, 2.) that
there be no parking along the entrance, to allow emergency access, and
3.) that the parking area be stabilized in accordance with the City
Code within 8 months.

Representatives from S & M Construction were present to speak for the
Site Plan of the Corum Medical-Professional Building on S.R. 434 at
Bombay. Plans are to add an additional building and relocate the
present parking lot. The Planner stated there are more than enough
parking spaces as required by the code. S & M representatives stated
they had brought a cover letter in answer to the City Engineer's comments
regarding the pond, etc. They asked that this be substituted for the
plans, upon being stamped by the engineering firm. The pond is to be
lengthened to 125' and the depth to be reduced. The Board agreed that
preliminary work could begin until the City Engineer returns on Monday
to verify the new plan. The suites will all be professional offices.
The City Planner questioned what they proposed to place along the
boundary to buffer the residents. Plans are to use a 5' high fence.
There will be security lights on the building only - none overhead to
be a nuisance to the neighbors. The same external structure will be
maintained on the additional section.
The Board approved the site plan with the following stipulations:
1.) that the City Engineer review the revised plan to see that it
meets with his criteria, 2.) that a buffer be added along the western
boundary (well-established hedge or fence), 3.) and that the driveways
be marked with arrows or by signs.
