CALL TO ORDER Mr. Chuck Pula, Parks and Recreation Department Director called the Meeting to order at 7:07 p.m., Thursday, March 20, 2003 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Committee Member Diane Ferraro, present Committee Member Gene Lein, present Committee Member Richard Parsons, absent Committee Member Ann Pennington, absent Committee Member Bob Rucci, present Committee Member Paul Williams, absent II. CONSENT CONSENT A. Approval Of The February 27, 2003 Meeting Minutes. "I MOVE TO APPROVE THEM." MOTION BY COMMITTEE MEMBER RUCCI. SECONDED BY COMMITTEE MEMBER FERRARO. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. III. REGULAR REGULAR A. Committee Discussion Of The L.D. Plante Site (Comments And Direction). Committee Member Bob Rucci distributed a "Site Plan" of the L.D. Plante property depicting a Large Dog Area approximately 2.8 acres; a Small Dog Area approximately .5 acres; a Training Area over .9 acres; and 3 acres allotted for parking. ~ ~: :> -~ II ...J II ...J ~ tlIr .. - ~ L-.J I J CITY OF WINTER SPRrNGS MrNUTES WINTER SPRINGS PA W PARK CITIZEN ADVISORY COMMITTEE MEETING - MARCH 20, 2003 PAGE 2 OF4 Mr. Pula summarized the costs for the installation of a temporary Paw Park as follows: · $4,500.00 for rental of fencing and gates. · $4,000.00 for water meter, lines, and fountains. · $2,500.00 annually for Land Lease Agreement. · $2,000.00 annually for unisex "Port-O-John". · $1,000.00 for "Clean up" bags, dispenser, and trashcans. · $1,000.00 for signage, benches, and other miscellaneous items Discussion developed. "I PUT A MOTION ON THE FLOOR TO ACCEPT THE PLAN THAT WAS PRESENTED TO THE ADVISORY BOARD TONIGHT - FOR $15,000.00 DOLLARS." MOTION BY COMMITTEE MEMBER LEIN. SECONDED BY COMMITTEE MEMBER FERRARO. DISCUSSION. WITH CONSENUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. Mr. Pula informed the Committee that he would "Take what we have put together, give it to Bill Starmer [Starmer Ranaldi Planning and Architecture, Inc.], and I will have him draw it up - and put the Budget information in there"; discuss in depth with the Plante's the length of time before they plan to put the land on the market; and would address the abutting residences by means of the "Tuscawilla Today" publication. REGULAR B. Committee Discussion Regarding The Request For A Paw Park Fundraising Event At The Central Winds Park Passive Area For June 7, 2003. Mr. Pula distributed a copy of Consent Agenda Item "C", for the March 24, 2003 City Commission Regular Meeting which requests the City Commission's approval for the fundraising event at Central Winds Park. REGULAR C. Public Input. Mr. Greg Ferraro, 307 Cello Circle, Winter Springs, Florida: suggested postponing any fundraisers until the Paw Park is established. AGENDA NOTE: WITH CONSENSUS OF THE COMMITTEE, REGULAR AGENDA ITEM "B" WAS DISCUSSED AGAIN. .:..:. III. REGULAR REGULAR B. Committee Discussion Regarding The Request For A Paw Park Fundraising Event At The Central Winds Park Passive Area For June 7, 2003. Committee Members discussed Event Liability Insurance and pavilion rental fees; then questioned the responsibility of the City to provide those for the Friends of Leash Optional Parks. After discussing the policy for pavilion rentals within the City Park system, the Committee proposed the need for a policy for the rental of the Training Area. Mr. Pula stated, "Then we need to do a Resolution with a policy on that particular facility." Discussion. Regarding Consent Agenda Item "C" for the March 24, 2003 City Commission Regular Meeting, Committee Member Rucci stated, "Something has to be [word] smithed on this Agenda Item. It might be good to pull that until the next Meeting - until we can get this thing ironed out because I do not know if they are going to want to continue and go forward until they get a hard number on what the insurance is going to run." After discussion, the consensus of the Committee was to move Consent Agenda Item "C" from the March 24, 2003 City Commission Regular Meeting to the April 14, 2003 City Commission Regular Meeting, and to postpone the Fundraising Event until a Paw Park has been established. Tape 21Side A IV. FUTURE AGENDA ITEMS Mr. Pula informed the Committee that at the next Meeting, Mr. David Jerry, Founder, Freedom Dog Parks, will be present to address the Committee. V. "THE MOTION IS TO PULL THA T FROM THE AGENDA AND INCORPORA TE IT INTO THE PACKAGE FOR THE [APRIL] 14TH." MOTION BY COMMITTEE MEMBER RUCCI. SECONDED BY COMMITTEE MEMBER LEIN. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. VI. ADJOURNMENT "MOTION TO ADJOURN." MOTION BY COMMITTEE MEMBER RUCCI. SECONDED. DISCUSSION.
